PROJECTSPECIFIC DUTIES:Provide 24/7 hydrant operations in support of Bagram Airfield Air Tasking Order (ATO).


  1. Perform fuel hydrant system, maintenance and repairs In Accordance With (IAW) technical orders, local directives & Performance Work Statement (PWS).

a. Illustrate proficiency in and familiarization of hydrant system, loop outlets, isolation pits, low points and documentation needed in daily operations.


b. Maintain positive control of Consolidated Tool Kit (CTK).


c. Ensure applicable technical orders, checklists and forms are maintained in accordance with Fuels Operating Instruction (FOI)



  1. Safely operate standard/specialized vehicles and equipment to perform routine maintenance tasks.




  2. Liaise with the Contracting Officer Representative (COR), Fuels Management Team (FMT), Civil Engineering, and other government agencies and representatives.




  3. Properly use and safeguard government resources provided for contractor use (e.g., to include government facilities, equipment and tools.)




  4. Perform work in austere location with extreme hot and cold weather conditions.




  5. Monitor subcontractors used to provide direct support in meeting hydrants contract requirements.




  6. Comply with company policies; to include accurate time keeping, respect in the workplace & mission zero (workplace safety).




  7. Comply with contractor’s work requirements, to include scheduling, work performance, worker supervision and quality control.




  8. Performs other related duties needed/required to support the ATO.



GENERAL SKILLS:Must have good verbal and writing skills; be familiar with Microsoft programs such as Excel, Word, and Power Point. Candidates must be physically able and willing to work long hours to meet mission and contract requirements.


WORK ENVIRONMENT: Fuel System Operations. Operate, Repair and Maintain Hydrant System/Loop. Operate specialized vehicles and various aerospace ground equipment (AGE) units. Workers will work on and adjacent to active flight line operations and may be exposed to hazardous noise; must wear hearing protection. Other personal protective equipment (PPE) will be worn as mandated to avoid skin and eye contact with fuels. Workers may be required to push, pull, and lift heavy equipment; up to fifty pounds. Each employee is responsible for understanding and practicing appropriate safety procedures.



  1. Works in close proximity to various airframes (fixed and rotary wing) while performing duties.




  2. Must be prepared to function in a wartime/hostile environment in support of U.S. and Coalition interests and objectives.




  3. Must be able to communicate in English, and able to use portable or vehicle equipped radios to maintain radio contact with flight line operators.



Experience: Fuel Distribution System Mechanic (FDSM):The FDSM shall have a minimum of two (2) years’ experience in maintaining fuel bulk storage and distribution systems and equipment preferably with the AFSC 3E4X2 . The FDSM shall have completed a basic liquid fuel systems maintenance course equivalent to the requirements for award of AFSC 3E432 or equivalent. The FDSM shall have experience in functions such as installation, maintenance, and repair of liquid fuel systems and components. Must havedocumented experience working in an aircraft fuels services support environment. Previous military experience operating in a contingency environment is strongly preferred. Knowledge and experience working with government contracts is desired.


Primary Duty: To perform maintenance IAW established Performance Work Statement for Type lll Constant Pressure System.


Overall Duties and Responsibilities: Solve complex maintenance problems by studying layout drawings, wiring diagrams, and schematics to analyze, isolate and troubleshoot system malfunctions.


Operate aircraft hydrant refueling systems. Monitor systems operation to ensure efficiency and compliance with local, federal and DOD regulations for safety and environmental regulations for hazardous materials. Perform inspections, recurring maintenance on fuels hydrant systems. Operationally inspects and diagnose malfunctions in mechanical and electrical system controls and components using technical orders, manufactures’ handbooks, local procedures, code and directives. Inspects condition and operation of electrical components such as motors, disconnect switches, contacts, solenoids, relays, alarms, cathodic protection systems and programmable logic controls.


CERTIFICATES, LICENSE, REGISTRATION, ETC:



  • Must be a U.S. Citizen.




  • Must be able to obtain and maintain a US SECRET Security Clearance.




  • Must have valid U.S. Driver’s License and be able to operate a vehicle with a manual transmission.




  • Must be Hazardous Waste Operations (HAZWOPPER) certified and maintain certification throughout the period of employment.



TRAVEL REQUIREMENT: 100% Overseas Assignment


EDUCATION:High School Diploma or equivalent.



  1. Possess the technical expertise and knowledge to fuel and service aircraft.




  2. Possess Air Force Specialty Code (AFSC) 3E4X1 or equivalent (LFM) qualifications and certifications.




  3. Must be able to pass an airfield driver’s test and obtain a restricted area badge (line badge).




  4. Must be able to pass employment and deployment qualification requirements that include medical, drug testing, and background checks, etc.
