Power Plant Controls Technician


Reports to:Power Plant Supervisor


Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy and/or its outlying sites in Kabul, Afghanistan. Periodic travel with extended overnight stays may be required while working on projects and other locations in Afghanistan. Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time


Working Environment:The candidate will work on construction and maintenance sites including exposure to the dangers inherent with such sites.


Work Schedule:This position works ten hours/day six days a week minimum. The candidate participates in a duty phone rotation and must be willing to quickly respond to emergencies and contingencies as they occur to ensure the continued 24/7 operations of the facilities.


Major Duties and Responsibilities:


  • Responsible for servicing generators, to include changing filters, changing oil, changing coolant, adjusting fuel injectors, valve lashes and all other tasks given by the lead mechanic.

  • The Power Plant Engine and Controls Technician operates, maintains, and digital and electrical systems in the power plant.

  • Using practical experience in engines and/ or electrical systems.

  • Performing work with engine overhauls, PLCs, computers and other digital systems.

  • Working with tools and electrical measuring meters of the trade.

  • Theoretical knowledge and functional/operational work experience of power generation, control room, various size generators (CAT 3512), (CAT 3516), alternators CAT 1MV, 24vDC to 15kVAC power generation-distribution grid, GE and Siemens systems, PLC and electronic controls, switchgear, step-up and step-down transformers, substations, fusible switches, SCADA system and automatic transfer switches.

  • Responsible for assisting with data collection and record keeping of various systems in operation according to prescribed schedules.

  • Interprets system operation readings and assists with making recommendations for needed corrective actions.

  • Responsible for mechanical, electrical and PLC related operations & maintenance.

  • Responsible for assisting with the scheduling and direction of O & M work involving mechanical, electrical, electronic systems to support multidisciplinary engineering operations.

  • Responsible for assisting with the preparation of purchase orders for equipment, parts and supplies as well as coordinating receipt and storage of material.

  • Responsible for timely compliance of established policies and procedures, including environmental-health safety policies for a safe work environment.

  • Maintains effective, timely and respectful communication with customers.

  • Creates and fosters professional environment for employees and supervisors to achieve highest level of customer service standards.

  • Assists Lead Mechanic with supervising staff and provides effective leadership, team building and consensus building skills with colleagues, supervisors and subordinates.

  • Other duties as assigned

    Minimum Acceptable Experience and Qualification Levels:

The Power Plant Engine and Controls Technician shall have the following experience for this position


  • Must speak and understand English, read, write and be able to communicate in a professional manner.

  • Must know how to use internet

  • Must have at least 2 years of schooling in a mechanical trade, diesel engines, controls and electricity

  • Mechanical and electrical background in power production and distribution.

  • 3 years in operation and troubleshooting of diesel power plants preferred.

  • Hands-on knowledge (minimum five years’ experience) in the operation & maintenance of switchgear controls, distribution switchgear, simple electrical circuits, AC and DC theory, PLC’s and ladder logic, basic electrical formulas, transformer functions, motor controls, and Microsoft WORD, Excel and Outlook applications.

  • Willing and able to work different hours to meet operational need as well as be able to understand ever increasing customer need to achieve highest customer satisfaction. Performs customer care related functions as assigned.

  • Ability to work in a group of employees with diverse socio-economic background, religion, nationality, ethnicity, language and cultures is essential. Must be able to assist with the oversight and coordination of multiple workers with different tasks.

  • Higher level of interpersonal skills and above average communication skills are required to manage and coordinate variety of tasks, trades and personnel.

  • Responsible for attending and participating in department meetings. Identify department risk/liability concerns and forward to Lead.

  • Maintain positive working relationships with DoS contacts, suppliers, installation contractors and other engineering consultants.


  • Must be able to read and interpret all forms of building and engineering plans in English.

    Education:




  • Graduate of a power generation or diesel engine trade school or certifying course



  • Strongly preferred is either completion of an Apprentice program with a Journeyman Certificate, or have an AA/AS degree in power generation from a two year college, and/or equivalent field experience.


  • High school diploma or GED required.

    Language Requirement:




  • Must be fluent in speaking, reading and writing English.




  • Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management and the client.

    Citizenship:




  • US Citizenship is not required for this position.

    Clearance:




  • Must have a Moderate Risk Public Trust (MRPT) or the ability to obtain one
