Afghanistan: Senior Programme Officer

Established in 1951, IOM is the leading governmental organization in the field of migration and works closely with governmental, intergovernmental and governmental partners. Context:


Under the overall supervision of the Regional Director for Asia and the Pacific and under the direct supervision of the Chief of Mission (CoM) in Kabul, Afghanistan, and in close coordination with relevant units at Headquarters (HQs) and the Regional Office (RO) in Bangkok, the successful candidate will be accountable and responsible for the overall management and implementation of the Missions programme activities in the areas of Migration and Development, Humanitarian Assistance, and Migrant Assistance. S/he will also oversee the programme support functions of the Mission and facilitate the development of country strategic plans.


Core Functions / Responsibilities:



  1. Oversee the overall implementation and monitoring of programme activities under areas of responsibility, including oversight of IOMs cluster participation and related activities, as well as on Migrant Assistance Division programmes (Assisted Voluntary Return and Reintegration and Assistance to Vulnerable Migrants).




  2. Develop the Missions programme overview, including all programmes implemented by the



Mission and schedules of major activities for the CoM.



  1. Lead the development of country strategic plans, which are in line with IOMs regional strategies, the Afghan National Development Strategy, and the United Nations Development Assistance Framework (UNDAF) priorities in Afghanistan.




  2. Lead the development of the Missions resource mobilization strategies, taking into account national and donor priorities in Afghanistan, UNDAF and IOMs regional and global strategic priorities and objectives; and implement the strategies in close coordination with the CoM and relevant units within the Mission.




  3. Develop and maintain good working relationship with the ministries and international agencies involved in related issues in Afghanistan (i.e. the Ministry of Refugees and Repatriation (MoRR), Ministry of Interior (MoI), Ministry of Labour, Ministry of Social Affairs, Martyrs and Disabled (MoLSAMD), the Ministry of Foreign Affairs (MoFA) and the Afghanistan National Disaster Management Agency (ANDMA); and maintain regular liaison with key government officials and interlocutors.




  4. In coordination with the COM and relevant units within the Mission, establish liaison and maintain continuous dialogue with relevant stakeholders (i.e. national governmental authorities, donors, UN Agencies, national and international NGOs, national and international institutions) aiming at coordinating and facilitating the implementation of going activities and promoting new activities and raising for new projects; identify synergies with IOMs programmes and make recommendations on donor/partner engagement.




  5. Supervise programme support staff providing project development, public information, reporting, donor relations, government liaison and information management functions for the Mission.




  6. Ensure project required support functions such as project development, reporting, donor relations, public information and information management are provided to project managers and project implementation teams in a timely manner.




  7. Provide overall guidance to Programme Managers on project development, public information, donor relations, government liaison and information management; ensure consistency and coherence of project/ programme activities in the Mission in accordance with the mission strategies and perform monitoring and evaluation of the project/programme activities.




  8. Act as the Missions focal point for government liaison and oversee the Missions correspondence and reporting to the government authorities; ensure that the Missions interests are accurately communicated and promote IOM visibility.




  9. In close coordination with the Resource Management Unit, provide strategic assistance and guidance on project monitoring; provide advice on the design and conduct of evaluations.




  10. Provide guidance and advice to offices on the Missions priorities, policies and strategies.




  11. Identify potential programme activities and projects in relevant service areas and areas of interest in line with the IOM mandate and expertise, aiming to further expand the Missions partnership basis and scope of activities.




  12. Represent the Mission in agency fora, including but not limited to the UN Country Team



(UNCT) meetings, the Programme Management Team (PMT) meetings, and etc.



  1. Lead knowledge management and capacity building activities in the mission.




  2. Prepare policy guidance notes, documentation and briefs for senior management including the CoM.




  3. Perform such other duties as may be assigned.



Required Qualifications and Experience:


Education


• Masters degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or


• University degree in the above fields with nine years of relevant professional experience.


Experience


• Extensive experience in programme formulation, implementation and evaluation;


• Demonstrated supervisory experience in staff management;


• Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions as well as civil society actors;


• Previous work experience in a rapid transition or conflict area.


Languages


Fluency in English is required. Working knowledge of Farsi (Dari) is an advantage.

Internationally recruited professional staff are required to be mobile.
