Afghanistan: Afghanistan: Program Director


General Function


The Program Director will work on the USAID funded Afghan Civic Engagement Program (ACEP). ACEP is a five year program primed by Counterpart International with Internews as a partner. The goal of ACEP is to promote civil society and media engagement that enables Afghan citizens to influence policy, monitor government accountability, and serve as an advocate for political reform. The program aims to achieve this goal through five program areas: (1) regular CSO engagement with government; (2) increased CSO and media thematic expertise in democracy and governance; (3) expanded civic engagement; (4) improved access to independent news and public affairs information; and (5) increased CSO organizational capacity. The majority of Internews’ ACEP activities fall under program area 4.


The Program Director will report to the Country Director and work closely with Internews’ Deputy Chief of Party (DCOP) for the ACEP program. He/she will provide management support on all program activities and leadership on M&E, communications, and reporting. He/she will ensure good coordination and communications among the whole Internews team to promote efficient and effective implementation of the program. He/she will also provide support to the Country Director, as required, in the day to day activities of the Kabul office.


Essential Duties and Responsibilities


The Program Director will be responsible for a variety of tasks including the following:


  • Overall program management of ACEP program with support from the DCOP and Country Director.

  • Overseeing the implementation of the ACEP M&E plan and support partners with tracking and reporting on program activities.

  • Directly supervising the ACEP M&E and Communications team.

  • Leading the development of all internal and external communications materials in collaboration with Internews’ Country Director.

  • Working with Internews DCOP and ACEP partners to ensure effective and timely implementation of activities as well as completion of all deliverables.

  • Mentoring local program management staff and ensuring their involvement in all aspects of ACEP implementation.

  • Supporting the Country Director, as required, in the day-to-day running of the Kabul office.

  • Representing Internews at external meetings as required.

  • Other duties as assigned.

Qualifications


  • At least five years’ experience in program implementation and management required, and experience managing USAID-funded programs desirable.

  • Experience working in Afghanistan required.

  • Understanding of media development preferred.

  • Excellent writing skills required.

  • Excellent diplomatic, interpersonal, and communication skills required.

  • Demonstrated decision-making, problem-solving, and team-building ability required.

  • Relevant degree required; graduate degree preferred.
