Description:


The Initiative for Hygiene, Sanitation, and Nutrition(IHSAN)is a five-year project whose goal is toassisting the Government of the Islamic Republic of Afghanistan(GIRoA), civil society organizations(CSOs), and the private sector to carry out and scale up evidence-based nutrition and water, hygiene, and sanitation(WASH)interventions that will improve the nutritional status of women and children less than five years old.Specific project objectives include enhancing capacity to institutionalize nutrition programs, increasing adoption of optimal nutrition and hygiene behaviors at community and household levels; and increasing availability of nutrition, hygiene, and sanitation services and products increased.The project will focus on the 10 provinces with poorest nutritional indicators based on the 2014 national nutrition assessment.Recognizing that significant variations in health situations exist between districts and sub-districts in each province, we will promote improved nutrient intake and awareness and improved sanitation and hygiene practices by working with provincial health authorities and communities to strive toward improved coverage in priority areas.


Job Summary / Responsibilities:


ICT Manager will be an FHI 360 employee working and placed at the IHSAN office in Kabul.ICT Manager will be a member of a larger team, responsible for design and implementation of ICT activities within the donor-approved work plan and directly supervising 1 ICT officer.ICT Manager will report directly to the WASH/Nutrition Technical Director for all operational and technical issues and consult with the WASH and Nutrition Technical Specialists for technical issues, as appropriate.


RESPONSIBILITIES AND TASKS



  • Lead ICT program design, adaptation, and implementation with ICT officers and technical experts;




  • Coordinate with other program staff to ensure appropriate and timely implementation of all activities in the approved work plan and conduct occasional field visits for ICT project oversight;




  • Supervise and work collaboratively with the ICT Communications Officers to ensure appropriate programming implementation according to the project work plan time line;




  • Coordinate with other stakeholders, particularly the Health Promotions Department of MoPH, and identify opportunities to collaborate or adapt programming to be complementary to co-existing ICT communications campaigns;




  • Represent the ICT component of the project to all stakeholders and, with program management, coordinate planned activities with the Ministry of Public Health, Ministry of Communications and Information Technology, and other line ministries;




  • Lead negotiation of local contracts for integral services, such as mobile network operator IVR operations;




  • Lead translation and verification of all programming for ICT platforms into appropriate message format for various technical applications(e.g.IVR and voice SMS recordings); and




  • Keep senior management apprised of activity progress and carry out other technical, program or senior managerial tasks as assigned by the supervisor.



Qualifications:


Qualifications :



  • Graduate degree in computer science or communications.




  • At least five years experience with ICT programming in Afghanistan with national reach.Candidates with health ICT/social marketing/demand generation experience desired.




  • Ability to translate technical material into digital/voice content accessible to a broader audience through various media channels.




  • Ability to travel nationally for activity monitoring.




  • Facility with Internet and word processing software.




  • Ability to work in a team and think strategically and critically about the role of information in achieving project objectives.




  • Strong interpersonal and stakeholder relations skills, particularly with private sector and government partners.




  • Excellent verbal, written, presentation and editing skills in English, Dari, and Pashto.




  • Strong organizational skills; ability to prioritize work.




  • Qualified female candidates particularly encouraged to apply.
