Senior Trainer, USAID Management Excellence for Operations (MEO) Contract - Development Transformations - Washington, DC


Program Description:
Development Transformations (DT) is seeking applications from qualified candidates to manage operations analytic support, training, technical assistance, information management, and change management services for USAID.


Overview of USAID MEO Contract:
In addition to the management goals and objectives highlighted in the FY 2014-2017 Department of State and USAID Joint Strategic Plan and the 2015 Quadrennial Diplomacy and Development Review, MEO will contribute to USAID’s corporate objective of being a strategically managed and operationally effective development partner in order to achieve the USAID’s mission of ending extreme poverty and promoting resilient, democratic societies, while advancing U.S. security and prosperity. These government-wide mandates underscore the importance of having sound operations management practices. USAID’s operations performance is fundamental to the Agency’s ability to achieve its development objectives.


There are three main tasks under this IDIQ (1) analytic support, (2) training and technical assistance, and (3) information and change management. The services under this IDIQ require expertise in operations performance management and strategic planning, as it relates to supporting international development and foreign assistance programs; training and technical assistance; report writing; information technology; and project management.


Task orders under MEO will help strengthen operations performance management practices at USAID by (1) analyzing operations performance data, processes, and management issues to improve USAID’s efficiency and effectiveness; (2) providing surge capacity, support, and technical assistance to USAID operating units to comply with internal and external requirements related to operations performance management; and (3) improving USAID’s internal and external communications, products and information management, and monitoring and reporting on operations performance management.


Position Summary:
The Senior Trainer , based in Washington, DC but will periodic international travel, will oversee all trainings implemented by DT under this IDIQ, to ensure that they are high-quality, appropriate, and consistent. The Senior Trainer will also organize all training needs assessments.


Key Qualifications:


  • At least 10 years of relevant experience in an adult education, business education, or relevant international development field;

  • Graduate degree in any of the above-mentioned fields;

  • Knowledge of skills in adult-learning techniques;

  • Experience conducting training on operations strategic planning and operations performance management on topics such as managing and conducting the strategic planning process, preparing results and logical frameworks, assisting in the Agency’s open data efforts, developing performance management plans, and additional performance-related topics as requested;

  • Demonstrated knowledge of and skills in adult-learning techniques and training people who don’t speak English as a first-language;

  • Ability to utilize interactive training tools such as webinars, online forums, and videos.
