Senior Political Affairs Officer - United Nations - New York, NY

This post is located in the Middle East and West Asia Division (MEWAD) of the Department of Political Affairs (DPA). Under the general supervision of the MEWAD Director and Deputy Director, the incumbent reports to the Afghanistan Team Leader.

Responsibilities


Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:


  • Monitors and assesses political developments, trends and emerging issues in Afghanistan and the region with respect to the implementation of UNAMA’s mandate.

  • Contributes to the formulation of political affairs strategies and strategic views on the current and evolving conditions in Afghanistan.

  • Assesses implications and makes recommendations to senior management on possible policy directives, strategies and other measures to address issues of concern and to advance mandated objectives.

  • Maintains liaison at relevant levels with UNAMA and facilitates integrated operational support and strategic guidance.

  • Develops and maintains collaborative relationships with UN Common System colleagues and counterparts, member states, and other partners on information-sharing, policy, and coordination matters.

  • Consults and cooperates with partners to develop strategies and plans of action to address political challenges

  • Prepares and reviews a wide range of documents, including analytical reports, situational analysis, Code Cables, the Reports of the Secretary-General to the Security Council or other bodies, briefing notes and talking points for the Secretary-General, Senior Advisers, Under-Secretary-General/Assistant Secretary-General.

  • Ensures the timely and accurate preparation of contextual information material, such a background notes, political profiles and databases of relevance.

  • Supports preparation for official meetings, events, and visits.

  • Participates in fact-finding, assessment- and other missions.

  • Contributes to the management of the team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.

  • Represents the Division at round tables, seminars and conferences.

  • Responds to/prepares responses to comments, statements, queries of parties.

  • Contributes to the formulation of work plans, budget and other planning processes.

  • Backstops the Team Leader and performs other related duties as required.

Education


Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience


A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area. At least three years of experience in political outreach, facilitation, analysis, advice and reporting at the international level is required. At least one year of experience managing staff is required. At least two years of experience working for a Peacekeeping Operation or Special Political Mission is desirable. Experience working in or on Afghanistan is desirable.


Languages


English and French are the working languages of the UN Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.


Assessment Method


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
