This position is with the United States Agency for International Development’s (USAID), Office of Inspector General (OIG), Office of Audits, Performance Audits Divison. You will provide assistance to a range of tasks associated with high quality performance audits in compliance with Generally Accepted Government Auditing Standards.
The United States has a long history of extending a helping hand to those people overseas struggling to make a better life, recovering from disaster, or striving to live in a free and democratic country. USAID has been a principal U. S. agency in extending assistance to countries recovering from disaster, trying to escape poverty, and engaging in democratic reforms.
OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs through auditing and investigating USAID, the Millennium Challenge Corporation (MCC), the Inter-American Foundation (IAF), Overseas Private Investment Corporation (OPIC) and the United States African Development Foundation (ADF). OIG is organized into three operational units: Audit Investigations, and Management. OIG maintains overseas offices in Cairo, Egypt; Dakar, Senegal; Manila Philippines; Pretoria, South Africa; San Salvador, El Salvador; Port-au-Prince, Haiti; Islamabad, Pakistan; Kabul, Afghanistan; Tel Aviv, Israel; and Frankfurt, Germany.

Assist lead auditor in defining audit scopes and objectives.
Coordinates information and schedules with relevant mission or headquarter entities.
Reviews audit information to develop findings and draft portions of audit reports.
Performs research prior to and during audits to address program or operation changes.
Participates in the entrance and/or exit conferences. QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
Bachelor’s or graduate degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law (the term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”); OR
You must have a combination of education and experience — at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background also must include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements
(MUST PROVIDE TRANSCRIPT(S) TO VERIFY ACCOUNTING HOURS).
FS-05: In addition to the Basic Requirement listed above, to qualify at this grade level you must demonstrate the following:
At least one year of specialized experience, equivalent to the FP-06 (or GS-09) level that included applying a variety of standard and advanced audit techniques to conduct an audit operation; performing analyses and reviews of information in order to develop audit recommendations to issues; and preparing oral and written presentations and reports of audit findings; OR have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M.; OR have some specialized experience as described above, but less than one year; and have more than two years but less than three years of education as described above. The computed percentage of the requirements must total at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
FS-04: In addition to the Basic Requirement listed above, to qualify at this grade level you must demonstrate the following:
At least one year of specialized experience, equivalent to the FP-05 or GS-11 level that included utilizing theories and concepts to plan and execute complex audits; interpreting audit regulations in support of audit reviews and to ensure compliance; developing methods and procedures in order to resolve problem areas identified before and during audit operations, and presenting oral and written reports to management officials.
Time-in-Grade: Career or career-conditional current and former Federal employees who select to apply under merit promotion procedures must have served 52 weeks at the next lower grade level of this position.

HOW YOU WILL BE EVALUATED:
We use a multi-step process to evaluate and refer applicants: Qualified applicants receive a score of 70 to 100. You will be rated on your qualifications for this position as evidences by the work experience, and training you report on relative to this positions that show the degree to which you possess the Competencies listed on this vacancy announcement.
