Afghanistan: Head of Procurement & Logistics
BACKGROUND
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organisation that has been working in Afghanistan since late 2011. DRC believes that no refugee must be in want of help to find protection and durable solutions.
In Afghanistan, DRC provides immediate relief to displaced people in the form of cash and non-food items, and longer-term protection and livelihoods support for displaced and returnee communities in urban and peri-urban areas. DRC’s regional approach links our country programmes in Afghanistan, Pakistan, Iran and Tajikistan across the Afghan displacement axis, in line with the Solutions Strategy for Afghan Refugees, which is endorsed by UNHCR and the Afghan, Iranian and Pakistani Governments.
THE JOB
The Head of Procurement & Logistics is a member of DRC Afghanistan’s Senior Management Team and is responsible for timely meeting of all programme procurement needs and logistics in accordance with the Operations Handbook and Programme Manual with adherence to donor guidelines. This will require significant investment in staff capacity building and training, while also engaging with senior management in planning and co-ordination.
Under the supervision of the Country Director, the Head of Procurement & Logistics is responsible for (1) Procurement, (2) Asset Management, (3) Fleet Management, (4) Warehousing, (5) IT Management, (6) Oversight of the LTS Project and (7) Recruitment, capacity development and retention of all staff working in the Procurement and Logistics Department.
The Head of Procurement & Logistics is a member of the Country’s Senior Management Team and in that capacity, on occasions, will be required to officiate as Officer In Charge during the Country Director’s absence from the country.
KEY RESPONSIBILITIES
LOGISTICS
• Lead coordination between the logistics team and program/area managers to facilitate effective, efficient and timely program implementation;
• Provide technical support and guidance to field offices on the development of supply chain plans, including demand analyses, market assessments, and planning country and field level contracts, warehouses and infrastructure
PROCUREMENT
• Establish a rigorous, accountable and transparent procurement system, which is compliant with DRC’s Operations Handbook, local law and donor requirements;
• Assist in establishing and implementing procurement plans with various Program Managers;
• Ensure systematic process of transporting items from Kabul/suppliers to field locations, ensuring full control of movement and receipt of items;
• Enforce a zero–‐tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the DRC Code of Conduct and Accountability Framework;
ASSET MANAGEMENT
• Ensuring all DRC Assets are tagged and listed in the Asset Management database at the time of procurement with an asset file created for them and that a regular monitoring system is in place;
• Ensure the implementation of regular asset verification
FLEET MANAGEMENT
• Ensure all DRC vehicles are regularly serviced and maintained;
• Ensure proper recording on fleet management (e.g. log books, fuel consumption etc) according to DRC’s Logistics Reporting policy;
• Manage and analyse vehicle usage to maximise efficiency and ensure timely program implementation;
• Supervise drivers and ensure adherence to transport and relevant safety SOPs;
• Ensure all generators are properly operated and regularly maintained
WAREHOUSE MANAGEMENT
• Assume overall responsibility for all DRC warehouses and stocks through the oversight and monitoring of effective stock management systems;
• Produce stock movement reports according the DRC reporting policy and formats
LTS PROJECT
• Overall strategic leadership of the UNHCR funded LTS project through coaching and training of the LTS Operations Manager and other key LTS staff as required
• Work closely with finance and admin departments to ensure that all necessary resources for the LTS project are requested and obtained;
• Ensure the delivery of effective, timely and efficient services to UNHCR through the LTS project,
COMMUNICATION
• Ensure documents and licenses with regards to Satellite phones, Mobile phones, V/HF radios are available and up-to date;
• Oversee the effective functioning of the IT system in all office and guesthouse facilities, ensuring that IT infrastructure and support is in place to allow effective support of operations and programming;
• Ensure compliance with the DRC global and local IT policies.
MANAGEMENT
• Responsible for recruitment, capacity building and appraisals of staff;
• Liaise and cooperate with Senior Management Team and Program Managers on logistics and procurement matters;
• Actively participate in national management, coordination and planning meetings
PROGRAMME SUPPORT
• Ensure donor compliance is adhered to;
• Contribute to donor proposals, budgets and reports;
• Contribute to Emergency Response planning for logistic and procurement needs and execution including establishing appropriate Frame Work Agreements;
• Prepare regular, timely and accurate narrative and logistical reports;
• Represent DRC with relevant external local organizations and networks, actively networking and building relevant relationships;
• Other duties as requested by Country Director
KEY REQUIREMENTS
QUALIFICATIONS
Masters Degree, preferably in Logistics, Supply Chain Management or similar level qualification
LANGUAGES
• Fluent in written and spoken English
• Working knowledge of Dari and/or Pashto (desirable, but not necessary)
EXPERIENCE
• Proven experience OF a minimum of six years in humanitarian logistics (in international NGOs) with progressively senior management responsibilities;
• Strong knowledge of donor guidelines, compliance requirements and procedures (UNHCR, EU, BPRM, DANIDA, ECHO).
• Field level experience in managing complex supply chains for INGOs in international development and emergency programmes.
• Strong history in staff management, development and capacity building.
• At least three years of experience of having worked in Afghanistan or a similar post conflict/conflict area and emergency situation in a similar role;
• Experience of managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines;
