Scope of Work


Director of Finance


Background:
The purpose of the Regional Agricultural Development Program (RADP)- North is to improve food and economic security for rural Afghans in targeted provinces in northern Afghanistan. DAI aims to use well-reputed best practices to achieve sustainable agricultural development via value-chain enhancements, women’s participation, and investments in the strengthening of small and medium enterprises. This sustainable agricultural development program will support the consolidation of licit economies to fuel economic growth and trade capacity; incentivizing local economies to transition away from dependency on illicit opium production.


Core Responsibilities:
The Director of Finance is responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both DAI and any sub-Contractors or grantees.
• Provide management, supervision, and training to team of financial professionals;
• Travel to provincial offices train staff and ensure compliance with USAID and DAI finance procedures;
• Develop financial reporting systems and ensure the physical safety of the project financial records;
• Develop all USAID and DAI required financial reports;
• Prepare financial tracking tools, and other customized financial reports as needed;
• Develop grant and subcontracts tracking tools;
• Oversee all local payments and administer local payroll;
• Ensure compliance with all GIRoA regulations; and
• Identify and mitigate program risks.
Qualifications:
• Have at least 5 years of financial experience managing the accounting and finance component for large donor-funded programs, particularly in transitional, Islamic, or post-conflict countries;
• Have at least 5 years of supervisory experience, setting up the accounting and finance function for a large funded project;
• Experience supervising a diverse team of professional accountants and financial management staff;
• Demonstrated high regard for an ethical management approach;
• Masters degree or higher in accounting, finance, or a practicing Certified Professional Accountant;
• Strong communications skills with fluency in English language required and Pashto or Dari preferred.


Reporting:
The Director of Finance will report to the RADP-North Chief of Party.
