(AFG) LOGCAP Personnel Services Regional Manager


POSITION SUMMARY:


The Fluor/Vectrus BOE for staffing these sites was a very low estimate compared to current incumbent staffing. With a staff of Linguists, Clerks, Investigators and Supervisors all conducting one mission that must be coordinated countrywide, the need exists to have a Country Biometrics/Screening Cell Manager.


MAJOR JOB ACTIVITIES:


  1. Coordination with Each FOB’s BSB Cmdr, BMO office, NCOIC and OIC to coordinate badging and screening policy and procedures to ensure compliance with Presidential, CENTCOM, DoD Directives, FOB FP guidance letters. This coordination will require one (BMSC Country Manager) to ensure each incoming unit receives and utilizes standardized and accepted FP procedures for all BMSC and badging operations. SME for all Biometrics and access control operations conducted by Vectrus within the theater.

  2. Oversight of the Data Transfer to and from Bagram BMO to ensure standardization, sharing and integrity of HUMINT.

  3. Planning and coordination of vacation backfill for all BMSC personnel at all FOBs.

  4. Scheduling of repairs and maintenance for all Biometrics collection equipment.

  5. Centralized training and testing of all newly hired interviewers.

  6. Organization and implementation of all standardized operating procedures.

  7. Management of all Badging and Screening Supervisors and Leads.

  8. Single POC for TF BMO, J2, J3, Strategic counter intelligence teams and agents.

  9. SF312 in brief and out brief for cleared personnel. De mobilization brief.

WORKING ENVIRONMENT:


This position involves possible travel to a potentially dangerous environment.Work is generally conducted in a shop/office environment. However, duties may involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions.


PHYSICAL ACTIVITIES:


Must be able to meet strict physical fitness requirements defined by the Government Program Office and will be required to wear Personal Protective Equipment (PPE-ex: Kevlar helmet, body armor, etc).


MINIMUM QUALIFICATIONS:


Education/Certifications : One year related experience may be substituted for one year of education, if degree is required.


Bachelor’s degree in Business Administration, Management, Project Management or a related field.


Experience :


Six to eight years of experience in Project or Personnel Management. Prior leadership in military or DoD management activities/organizations is a plus.
