(AFG-Kabul) AFGHAN AIR FORCE PROGRAM MANAGER/A1 ADVISOR

RESPONSIBILITIES AND DUTIES


The 438thAEW has a requirement to train the Afghan Air Force (AAF) on how to organize, man, equip, and train their forces. TAAC-Air/CJ4L and the TAAC-Air/438thAEW will organize and conduct this training effort at AAF HQ and the AAF Kabul Air Wing, located in a secure area adjacent to the Hamid Karzai International Airport (HKIA). Train the AAF-equivalent office of TAAC-Air CJ4L to develop the functions, processes and effective execution of aerial port operations, aircraft parts supply training, logistics force development, logistics policy, acquisition requirements/spares forecasting within both the AAF and Afghan National Army (ANA).


This position serves three critical functions for the TAAC-A Training Program

* Manages planning, preparation, execution, quality assurance, deliverables and reporting for work done to provide TAAC-A with trainers in the following areas: Command Team, A1 staff; A2 staff; A3 staff; A4 staff with Property Book Officer (PBO); A6 staff. Leadership and Staff on their duties and responsibilities for Air Force level systems integration and development, training management; leader development; planning and sustainment; conducting administrative operations; and staff coordination and synchronization.



  • Perform duties as Engility’s single Program Manager with the responsibility to ensure the performance of all specific tasks assigned to Engility as part of the larger TAAC-A training program in the SSOW. Responsible for managing the entire Engility effort, including second tier subcontractors required by this SSOW. Responsibilities include management of cost, schedule, technical coordination and status. Ensures all activities are controlled, scheduled, monitored, reported, and managed consistent with the requirements set forth in the SSOW




  • Train the Afghan Air Force (AAF) A1 to develop and effectively manage the AAF Personnel Systems. Objectives include:




  • Train AAF A1 to ensure personnel are aligned on the Form Yak according to AAF Tashkil requirements by profession and rank. Train AAF A1 to track personnel assignments and transfers through the Afghan Ministry of Defense (MoD) to final approval. Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead when the AAF can demonstrate that the task can be accomplished independently.




  • Train the AAF A1 personnel to update and maintain the Tashkil and Form Yak. Within 30 days of beginning of PoP, Subcontractor shall collaborate with the J-Lead to develop an instruction schedule. Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead when the AAF can demonstrate that the task can be accomplished independently.




  • Train the AAF A1 and staff in developing and using an instructional system to identify literacy standards required for each Military Occupational Specialty (MOS) used by the AAF. In collaboration with the A1 J-Lead, develop a training plan to accomplish this task. Notify the JLead when the AAF can accomplish this task independently. This task shall be completed within (90) days from beginning of PoP.




  • Train the AAF A1 and staff how to ensure recruitment, designation of military occupational specialties and assignment of personnel in accordance with the literacy and education eligibility standards outlined in the AAF Recruiting and Accessions Policy and the qualifications criteria in the MOS and additional skills identifier (ASI). Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead when the AAF can demonstrate that the task can be accomplished independently.




  • Ensure the AAF A1 and staff prioritizes Tashkil/Form Yak vacancies and creates a solar year accessions and training plan based on AAF human capital requirements and attrition trends.




  • Instruct the AAF A1 and staff in planning personnel support for a growing AAF. Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead when the AAF can demonstrate that the task can be accomplished independently.




  • Train the AAF A1 and staff in personnel functions. This shall include personnel and strength management, leave, promotions, awards, evaluations, casualty reporting, benefits and retirement programs. Within 30 days of beginning of PoP, Subcontractor shall collaborate with the J-Lead to develop an instruction schedule. Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead when the AAF can demonstrate that the task can be accomplished independently.




  • Train the AAF A1 and staff to streamline and use processes for personnel and training management, resource management, as well as soldier morale, welfare, and recreation. Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead when the AAF can demonstrate that the task can be accomplished independently.




  • Train and maintain training the AAF A1 and staff on how to use and maintain records for unit personnel in the Afghan Human Resource Information Management System (AHRIMS) personnel management system.




  • Instruct the AAF A1 and staff in developing and refining in-processing, out-processing, and newcomer’s orientation programs. Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead when the AAF can demonstrate that the task can be accomplished independently.




  • Complete NATC-A/438 AEW internal and external taskings as related to the AAF A1, such as coordinating on information to be presented and subsequently worked at the monthly DCOM-A G1 VTC as well as taskings that deal with the Tashkil, Form Yak, AAF organizational structure, and key assigned personnel.




  • Collect and analyze data and use that data to provide weekly AAF PERSTAT and Attrition Reports to NATC-A/438 AEW leadership.




  • Provide NATC-A/438 AEW J5 Superintendent (or current point of contact) AAF assessment information on ethnicity, recruitment, retention, and attrition data (includes Roller Deck slides) to be sent to HQ ISAF DCOS OPS periodically—usually monthly.




  • Coordinate and work in concert with NATC-A/438 AEW J1 military air advisors providing them continuity and training them in J1 advisor responsibilities daily, if requested.




  • Coordinate with this contract’s internal and external language interpreters to translate documents and spreadsheets or relay information with AAF personnel over the telephone or e-mail and coordinate trips to AAF locations.




  • Train the AAF A1 and staff in the automated Electronic Pay System (EPS) in preparation for AAF A1 assuming AAF pay responsibility under EPS and train on training plans for AAF A1 that will enable continued training in pay operations. Subcontractor will document all training and assess the AAF weekly. The Subcontractor will notify the J-Lead once the AAF can accomplish the task independently.



MINIMUM TANGIBLE QUALIFICATIONS:



  • US Military Service Personnel Expert with at least 10 years of experience at the Wing/Brigade/Regimental level.




  • Applicants must be able to pass CENTCOM medical, dental and other CRC-related deployment requirements at an approved CRC. Applicants must be in possession of a current/active US tourist Passport (with further eligibility to receive – if not already in possession of – a current Afghanistan visa).




  • If candidate is already deployed, he/she must supply appropriate documentation satisfying these requirements along with confirmation that he/she is in physical possession of government-issued PPE to demonstrate compliance with CENTCOM deployment requirements.




  • Willing to work and live in Afghanistan and understand they can be further assigned to any location in Afghanistan based upon the needs of the U.S. Government




  • Willingness to work in hostile areas without a weapon




  • Willingness to deploy and live on forward operating bases without regular U.S. Post/Base Exchange and Commissary facilities




  • Previous experience training foreign military soldiers.




  • Deployed operational experience in support of the Global War on Terrorism (GWOT)
