Afghanistan: A Multisectorial needs assessment Consultant in Afghanistan
Première Urgence Internationale(PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our teams are committed to supporting civilians victims of marginalisation and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PUI relies on 30 years of field experience in 50 countries in crisis, as well as on the complementarity of its medical and non-medical expertise, to adapt its programs to each context and to the real needs of the most vulnerable populations.
The association leads in average 180 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 4 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe, Caucasus and France.
PUI strategy is to address the fundamental needs of the Afghan population in respect with all humanitarian principles. Indeed, Neutrality and impartiality are key principles to respect in order to enable humanitarian access to the affected populations.
PUI has a strong health expertise in the country that can be used as an entry point to implement an integrated approach to support the population to regain their most basic needs and also to their self-sufficiency. Indeed, such problems as malnutrition and undernutrition request a multi sectoral and comprehensive response in order to decrease the prevalence of the phenomenon.
As BPHS implementer, PU-AMI is working with 37 heath Facilities to provide Basic Primary Healtcare. The Health overall situation is pretty bad, both due to the uncomplete coverage of the Health network and social infrastructures and to the chronic underdevelopment of the area. The benefits of the provided care are constantly challenged due to the low resilience of the communities and households, and the difficulty of developing sustainable livelihoods in a very harsh environment. Daykundi province is quite neglected by the central power, and though local civil society develop small scale initiatives, the positive effects remain very located.
Developing a new integrated project (coordinated with the SEHAT activities) to improve the food security and to tackle the chronic under-nutrition would be a great opportunity for the mission to experience a new approach, based on successful implemented projects by PU-AMI in many other countries.
The multi-sectorial assessment is then necessary to have a better understanding of the needs in the province and to understand the relationship between chronic under-nutrition, water access, sanitation and care practices.
Overall objective:
To develop a comprehensive approach of priority needs related to chronic undernutrition in Daikundi province.
