This is a proposal position
Maintains aviation operations files and records, and prepares and types reports, orders, and schedules pertaining to aviation operations and aviation safety: Displays flight planning information to include airfield diagram, status of navigational aids, map of local flying area, special use airspace, and crash grid chart. Maintains and issues flying regulations and keeps files of extended flight and navigational information, such as navigational publications, radio and landing facility charts, flight information manuals, maps, and other pertinent guides and notices. Compiles, prepares, and distributes correspondence, such as aviation operations reports, aviation safety reports, and flight schedules. Assists crews in preparing flight plans, processes flight plans and arrival reports for transmission to flight and air traffic control centers.Be thefocal point for all activities occurring on and in-proximity to the airfield. Work closely with airfield users to establish local procedures that monitor and control the movement of personnel working in the airfield environment. Maintain the airfield status board, updating with information such as, active runway, runway surface condition, runway/taxiway closures, construction areas, and active NOTAMs each morning.
Essential Job Functions:
Check accuracy of flight plans and coordinate them with the flying units.
Maintain flight logs on incoming/outgoing flights and coordinate parking plans.
Alert crews and airfield users of emergencies.
Conducts daily pre-flight runway and airfield safety checks. (Will conduct regular runway inspections around noon and prior sunset when a second airfield inspection is conducted. Along the day, we monitor and inspect the remaining areas. Inspections are done as well as following works or occurrence with the potential to produce FOD.)
Develop and implement an incident prevention programs.
Track, monitor, identify issues, and coordinate maintenance actions for all airfield operating surfaces as required.
Track, monitor and schedule required airfield maintenance such as rubber removal, sweeping, snow and ice removal, etc, actual services currently provided by a separate NATO Contractor.
Track and monitor snow and ice removal.
Develop and implement a BASH program, actual services currently provided by a separate NATO Contractor.
Develop and implement a vehicle and pedestrian Flight line permits and data base.
Develop and implement a robust Airside Driving regulations and training.
Develop and implement Safety Quality auditing and aircraft audit data base.
Produce and disseminate safety promotion letters, publications and conduct safety meetings. (A Safety Letter is produced monthly. A monthly safety meeting is conducted normally on the first Tuesday of the month. Ability to discuss the safety issues in a constructive way with no blame.)
Create and maintain contacts database for all safety departments of the airport users.
Educate Airside users on Flight Safety concept, doctrine, policy and culture.
Identify potential hazards and provide adequate recommendations.
Develop and implement Incident and accident investigation procedures, recommendations, agreed corrective actions and follow-ups on the issued recommendations.
Perform surveys for all Airfield development and installations.
Follow for the application of the ICAO standards and Recommended Practices.
Develop and maintain inspection plans, flight plans, airfield parking plan, NOTAMS, process PPRs, PANS-OPS, Safety Management Plans etc. to meet all ICAO (e.g. Annex 15) requirements.
Develop RWY incursion prevention program.
Develop and execute a robust training program for the future hand over.
Escorts of VVIP
Escorts of fuel trucks to TWY Charlie (only for the 40ft long trucks)
Escorts of equipment involved in airside construction.
Develop and maintain relevant emergency response plans to support contractor activities.
Alert crash crews of emergencies.
Responds to crash alert within 5 minutes after activation.
Participates in exercises.
Provides mentoring.
Provide technical guidance and expert knowledge to support other airfield activities.
Develop and maintain inspection plans, flight plans, airfield parking plan, NOTAMS, process PPRs, PANS-OPS, Safety Management Plans etc. to meet all ICAO (e.g. Annex 15) requirements
Support military and civilian staff in developing contingency, crisis response and emergency action plans and checklist
Participate in airfield meetings and exercises.
Support accident/safety reporting.
Support and comply with installation and international HAZMAT rules and standards.
Adapt schedules to support military operational objectives and be prepared to provide services outside normal working hours as necessary
Interpret and post weather reports.
Implement airfield safety procedures to ensure a safe operating environment for personnel and aircraft operation.
Coordinate communications between air traffic control and maintenance personnel.
Procure, produce, and provide information on the safe operation of aircraft, such as flight planning publications, operations publications, charts and maps, and weather information.
Provide maintenance/development of Standard Operating Procedures (SOPs) in accordance with FAA, DoD or ICAO Standards and recommended practices.
Level of Supervision:
- Shift Leads will run the daily operations of the Airfield Management Operations section. They will report directly to the Airfield Manager.
Education & Experience:
Airfield Management Operations Shift Supervisors must have the equivalent of a 5-or 7 level USAF certifications.
Management Operations Coordinators have the equivalent of a 5-level certification.
Knowledge & Skills:
Must be fluent with flight planning/flight following, MOG scheduling, Prior Permission Requests (PPR), Parking plans, NOTAMs procedures, airfield inspections and checks to include airfield construction compliance.
Knowledgeable of airfield waiver, deviation and exemption process.
Must be able to assist the Airfield Manager (AFM) with airfield tasks as needed. (i.e., BASH, Airfield tours, and flight line drivers’ training)
Working knowledge of FAA, ICAO, STANAGs, AFI 13-204 Vol 1-3 and AFI 13-213 directives.
Must have experience using computer and automation systems.
Must be able to draft the following SOP:
SOP 205 – Air incident and Air Accident Alert plan
SOP 211 – Flight Line Safety and Driving Regulations
SOP 213 – Airfield Safety Management Office
SOP 214 – Rubber Removal Procedures
SOP 225 – Airfield Closure and Runway Operations Suspension
SOP 228 – Instrument Landing System Procedure (to be explained in detail).
