Hydro Electrical Commissioning Engineer – Southern Afghanistan - Tetra Tech - Marlborough, MA
Tetra Tech is currently accepting expressions of interest from qualified Hydro Commissioning Electrical Engineer candidates for a USAID-funded engineering services project in Southern Afghanistan. The overall objective of this Afghanistan project is to provide direct engineering and construction management expertise on a design/build construction contract, by others, for our client, USAID. The immediate task is to complete the installation and commissioning of a new turbine-generator at a Hydro Power Plant (HPP) in Southern Afghanistan.
Responsibilities
Communicate and interface with the Design/Build (D/B) contractor’s local team, the contractor’s headquarters, and the contractor’s designer that supports the project. This includes the D/B contract owner / Employer and the prior prime design contractor who is still available to the project. Also communicate with local stakeholders and authorities involved in the planning, design, scheduling, construction, commissioning and testing of the Hydro Power Plant in Southern Afghanistan.
Oversee Site Field Inspectors to manage and coordinate the completion of Substantial Completion Inspections; Punch List Verification Inspections; and Final Inspection and Acceptance.
Manage, monitor, and track project objectives and commissioning activities (scope of work, schedule, budget, and level of quality) and provide closeout support in these and other areas
Confirm that commissioning tasks and Operations and Maintenance Training are completed in accordance with the schedule, contract and equipment specifications, drawings, and the requisite plans
Detect, identify and report deviations from the schedule, contract and equipment specifications, drawings, and requisite plans
Qualifications
Experience 10 years minimum in similar Electrical Engineering roles, with a preference for Hydropower Experience
Experience working in overseas conflict zones
An appropriate Electrical Engineering Degree required, and professional engineer licensure preferred
Must be able to read, write, listen and speak well in English, including critical thinking and logical presentation of ideas
Must be willing to accept a 3 month assignment on-site in Afghanistan.

Location and Duration
Full time resident at the HPP complex in Southern Afghanistan; until about the end of September 2016.
