Description:
The Initiative for Hygiene, Sanitation, and Nutrition ( IHSAN ) is a five-year project whose goal is toassisting the Government of the Islamic Republic of Afghanistan(GIRoA), civil society organizations(CSOs), and the private sector to carry out and scale up evidence-based nutrition and water, hygiene, and sanitation(WASH)interventions that will improve the nutritional status of women and children less than five years old.Specific project objectives include enhancing capacity to institutionalize nutrition programs, increasing adoption of optimal nutrition and hygiene behaviors at community and household levels; and increasing availability of nutrition, hygiene, and sanitation services and products increased.The project will focus on the 10 provinces with poorest nutritional indicators based on the 2014 national nutrition assessment.Recognizing that significant variations in health situations exist between districts and sub-districts in each province, we will promote improved nutrient intake and awareness and improved sanitation and hygiene practices by working with provincial health authorities and communities to strive toward improved coverage in priority areas.
Job Summary / Responsibilities:

The ICT Officer will be an FHI 360 employee working and placed at the IHSAN office based in Kabul. The ICT Officer will be a member of a team, responsible for assisting with implementation and monitoring of ICT activities within the donor-approved work plan. The ICT Officer will report directly to the ICT Manager for all operational and technical issues andconsult with the WASH/Nutrition Director for technical issues, as appropriate and at the direction of the ICT Manager.
Assist with ICT program design, adaptation, implementation, and monitoring with program staff and technical experts;
At the direction of the ICT Manager, assist with timely implementation of all activities in the approved work plan and conduct field visits for ICT project monitoring;
Under supervision of the ICT Manager, coordinate with other stakeholders and assist with technical activities involving co-existing ICT communications campaigns;
Assist the ICT Manager in management of local contracts and monitoring of ongoing function and technical trouble-shooting for integral services, such as mobile network operator – VAS(Value Added Services)operations;
Assist with translation and verification of all programming for ICT platforms into appropriate message format for various technical applications(e.g.IVR and voice SMS recordings); and
Keep the ICT Manager and ICT TA Lead apprised of activity progress and carry out other technical, program or senior managerial tasks as assigned by the supervisor.
Closely coordinate and cooperate with the IHSAN Team and ensure ICT activities are integrated across all IHSAN programing.
Qualifications:
Education / Experience :
University degree in computer science or telecommunication.
At least one year of previous experience working with ICT and IT management and infrastructure on donor-funded programs
Previous experience collaborating with technical staff to design and develop ICT tools
Ability to translate technical material into digital/voice content that is accessible to a broader audience through various media channels.
Ability to travel nationally for activity monitoring.
Facility with Internet and word processing software and MS Office.
Good verbal, written, and editing skills in Dari and Pashto.
Strong organizational skills; ability to work with minimal direction.
Qualified female candidates particularly encouraged to apply.
Ability to work effectively, both independently and in a team unit.
Experience with software/web development, software required specification and GSM/VAS is a plus.
