Position: Program Assistant, Eurasia and South Asia


Reports To: Regional Director, Eurasia and South Asia


Summary: The Program Assistant, Eurasia and South Asia will have the responsibility of providing administrative support to the CIPE team working on programs in Afghanistan, South Asia, Eastern Europe and Eurasia. The position requires a dedication to assisting a large team and its programs, including staff in Washington DC, several field offices, and multiple international consultants.


Responsibilities:
Working with other departmental staff (Program Assistants, Assistant Program Officers, Program Officers, field office staff, Deputy Regional Director and Regional Director), process field office advances and liquidations, invoices, contracts, grant agreements, vouchers, consultant payments, field office advances, and partner payments, payment requests and other financial documents.


Prepare travel authorizations and travel expense reports, and handle international travel arrangements for the department.


Assist other department staff in tracking travel spending against a budget.


Financial skills and acumen preferred, particularly in budget creation and oversight


Organize schedule and meeting logistics for the department, in particular for the Deputy Regional Director and Regional Director.


Working with Program Assistants and Assistant Program Officers, maintain program and correspondence files for the department.


Maintain database systems for tracking reports, approvals and payments.


Prepare routine correspondence and mailings and perform clerical duties, as needed.


Adhere to appropriate office procedures, CIPE, NED and USAID policies and procedures.


Qualifications:
Bachelor’s degree or equivalent years of experience.


Minimum one year of administrative office experience.


Excellent organizational, interpersonal and communication skills.


Excellence in writing, reporting, and English composition.


Ability to take initiative to manage multiple, detail oriented-tasks with limited supervision.


Computer knowledge, preferably Microsoft Office, Internet, Excel, and Power Point.


Interest or background in Eurasia or South Asia economic and political affairs and/or democracy development programs is recommended but not required.


Fluency in written and spoken Russian and/or a major South Asian language will be considered a plus but is not required.

Finance Manager, Global Alliance for Trade Facilitation

Reports to: Controller


The Finance Manager is responsible for the organization’s financial management, accounting and reporting, including developing, managing and carrying out procedures that will ensure compliance with all regulations, controls and accountabilities governing CIPE funds.


Duties and Responsibilities:
Primary areas of responsibility include maintaining an effective controls environment for financial operations, ensuring fulfillment of the financial conditions of the support received from donors, providing financial management support and oversight of the Global Alliance for Trade Facilitation (GATF) and other CIPE projects, annual implementation of organization budget and reliable and timely preparation of financial statements and reports, including those audited annually.


Overall responsibilities include:
Ensure maintenance of effective internal controls to assure safeguarding of assets and reliability of financial statements.


Oversee preparation monthly financial statements and ensures their accuracy and timeliness.


Assist in the preparation of annual budgets and cash flow projections.


Monitor expenses to ensure that regions spend according to available budget.


Ensure that sufficient funds are available to meet outgoing operational needs.


Participates in the development of financial policies and procedures for the headquarters and field offices.


Review general ledger activity and ensures proper reconciliation of general ledger accounts.


Reconcile general ledger to in-house database.


Prepare adjusting and correcting journal entries when needed.


Assist with the preparation of audit schedules for annual Single Audit.


Assist with the preparation of schedules for IRS Form 990.


Reconcile the balance sheet to supporting documents and the general ledger to subsidiary ledgers including grant and contract related


Prepare quarterly financial reports to USAID, DOS and other donors.


Assist with the development of policies and procedures to strengthen internal


controls.


Review cash flow (drawdowns) and facilitate annual budgets to field offices for public and private-project funding and administrative costs.


Qualifications:
Bachelors or Master’s degree in Accounting, Finance or related field and a minimum of 7 years experience.


CPA certification preferred


Knowledge of government funding and of federal and state financial regulations, including familiarity with OMB Circulars A87, A122 and A133.


Proficient in the use of financial software programs and current computer software.


Strong General Ledger, Banking, Accounts Payable, Accounts Receivable, Payroll.


Strong understanding of financial reporting.


Demonstrated experience in working with large amounts of data.


Excellent analytical and problem solving skills.


Strong oral and written communication skills.


Proficient with Computer-based Accounting Software and Microsoft Office applications.


Thorough Understanding of Accounting Principles, Standard Practices, GAAP, Federal and State Payroll Taxes, Federal Acquisition Regulations, and OMB Circulars.


Good Analytical, Speaking and Writing Skills.


Ability to Communicate Cross-culturally and be Cross-culturally Sensitive.


Willing to Travel Internationally occasionally.


Demonstrated ability to work in a team environment.


Ability to multi-tasked, strong attention to detail and to handle multiple tasks at once when necessary.
