Afghanistan: Head of Mission


MRCA is a French humanitarian non governmental organization (NGO), entirely health oriented. It was founded in 1985 to contribute to the restoration of the Afghan health system, through the provision of health education, preventive and curative health services and training courses for the improvement of medical and managerial skills of the Afghan health workers.


It launched its’ activities for the Afghan refugees in Peshawar, and started in Afghanistan in 1994 giving trainings in hospitals. Currently, MRCA is in charge of projects to sustain the efficiency of health services in Farah, Logar, Paktya and Kapisa province. Projects are implemented through the joint action of 830 Afghan employees and expatriates.


OVERALL RESPONSIBILITIES


The Head of Mission manages MRCA’s mission in Afghanistan and is the representative of MRCA in the country. He/she is responsible for the efficient and smooth running of the mission.


SPECIFIC RESPONSIBILITIES


o He/she has a clear view of the strategy of MRCA in the country and take all initiatives to ensure the achievement of the objectives determined by the Board;


o He/she assures the overall management of the mission;


o He/she is responsible for the security of all the employees, permanently analyzing the political, cultural, social, political and economic context;


o He/she represents MRCA to our partners Ministry of Public Health, donors, clusters, ACBAR, INSO and other NGOs;


o He/she Supervises the realization of MRCA projects and activities in Afghanistan


o He/she searches new projects needs and financing possibilities by organizing needs assessments and following calls for proposals. He/she supervises the writing of proposals, signs the contracts, follows the projects achievements and is responsible for intermediate and final reports;


o He/she advises the Board’s representative for the design of orientations and strategies of MRCA;


o He/she makes sure that all rules and procedures are observed;


o Ensure eligibility and good utilisation of funds allocated to the projects


Education:


University-level qualification, Masters degree or equivalent in the field of development, management, social or political sciences, or other related discipline.


Excellent written and spoken English.


Elementary French would be appreciated.


Experience:


o Minimum of 5 to 7 years experience working with an international humanitarian NGO, with progressing responsibilities in operational strategy, design and project management including proposals writing, reporting, programme and financial management;


o Experience of team management, ability to motivate people and develop their skills;


o Strong knowledge of donors’ policies and guidelines; Ability to take decisions in difficult situations, even in insecure environment


Contract


o Status : Fixed term contract


o Duration of the contract: 12 months, renewable, beginning May 2016 (for the hand over period)


o Salary: Fixed salary according to experience (from 3500 euro gross all included).


o Other benefits: Health insurance, contribution to pension fund, repatriation insurance costs. Other conditions according to French law (25 leave days per year, plus 10 days break…), Breaks every 2 months and a half on mission, with break incentive. Collective accommodation (with separate bedroom and living room for the HoM), transportation
