(AFG) LOGCAP Fire Chief


POSITION SUMMARY:


Responsible for the overall establishment, management, and supervision of the Fire and Emergency Services (F&ES) within an assigned Area of Responsibility (AOR) within Afghanistan as defined in the current task order and Performance Work Standard (PWS) and as directed by Vectrus.Responsible for setting and maintaining all fire and emergency services related functional standards within their AOR IAW the Statement of Work. Implements fire programs to include emergency response procedures, communications, prevention, and training. Manages employee performance to include meeting production requirements, promotion, discipline and/or termination.


MAJOR JOB ACTIVITIES:


  1. Assists the Site Operations Manager or Site Supervisor in accomplishing the short and long term goals for the contract.

  2. Embed knowledge of firefighting and fire prevention programs in accordance with AR 420-1, AFI 32-2001, and National Fire Protection Association (NFPA) Standards into fire and emergency services management for assigned AOR.

  3. Develop and train a team of competent firefighting and fire prevention professionalswith applicable Government and corporate regulations, policies and procedures.

  4. Write and develop policies and procedures to implement fire protection fire prevention, and risk management within their AOR IAW government regulations DODI 6055.6, AR 420-1, AFI 32-2001, and applicable NFPA Standards.

  5. Provide leadership and overall direction for all aspects of emergency and non-emergency response, administration, operational planning, training, and communications.

  6. Assess all services provided by the F&ES department that are associated with the Protection and Preservation of Life, Property and the Environment, consistent with Vectrus approved policies, PWS, and in accordance with (IAW) national recognized standards for Safety, Personnel and Equipment.

  7. Completes and submits CDRLs as required to the government.

  8. Support Operation Manager or Site Supervisor and fire protection personnel assigned to outlying sites. Serve as the AO Fire Chief and plan, establish, manage, oversee & execute operations in support of the fire protection and prevention missions with supported materiel and contingencies to ensure that fire protection personnel meet those requirements specified in the contract. Incumbent enforces policy and procedures applicable to government operations, statements of work for contractor accomplished work; participates in fire protection services planning sessions to identify workload requirements, develop schedules, determines firefighting vehicle and equipment needs, identify facility requirements, and personnel skill needs. May serve as a team expert for fire department operation, communications equipment, fire protection systems, firefighting support equipment, or other types of Army materiel designated as part of the DOD Fire and Emergency Services Program.

  9. Provide input through appropriate channels to facilitate re-sourcing F&ES for success through staffing, training and equipping as required to maintain levels of readiness and response commensurate to the objective risk of fire within the AOR.Attends meetings relating to fire protection and is the primary point of contact for completing management reviews. Responsible for reports, briefings, meetings, inspections and presentations representing and affecting the assigned F&ES AOR.

  10. Conduct periodic self-assessments of all functional areas within the department and develop Operational Risk Management (ORM) plans for identified deficiencies and submit to Vectrus Operations Manager or Site Supervisor.

  11. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Participates in promotion boards and recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers’ performances ensuring consistency and equity in rating techniques.

  12. Performs other duties and assignments as required or as directed by the Site Operations Manager or Site Supervisor.

WORKING ENVIRONMENT:


Extensive interaction with the customer is required.Some positions/locations could involve working in a potentially dangerous environment. Activities will generally be conductedin varying indoor and outdoor environments and weather conditions. Duties will involve potential exposure to extreme climatic conditions including extreme ambient temperatures.


PHYSICAL ACTIVITIES:


Work related activities may require use of Personal Protective Equipment including but not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices. Compliance required with OSHA, EPA, Fire Regulations and Company work policies.


MINIMUM QUALIFICATIONS:


Education/Certifications : One year related experience may be substituted for one year of education, if degree is required.


Bachelor’s degree in related field or equivalent work experience.Must possess current DoD (IFSAC/PROBOARD) certifications for: Fire Officer IV, Fire Instructor II, Fire Inspector II, Hazmat Materials Incident Commander and Airport Fire Fighter.


Experience :


Required:Twenty years of related work experience. Minimum of 8 years management experience (Assistant Fire Chief Level or above) and eight years of leadership or supervisory experience.


Preferred: 4 Years’ experience as a Fire Chief,US Military, DOD, or civilian.


Skills:


  • Excellent computer, interpersonal, oral and written communication skills required.

  • Requires public speaking capabilities.

  • Writes routine reports and correspondence.

  • Proficient in Microsoft Office Suite applications

Must pass annual physical exam, federal background check and possess a current, valid U.S. passport.


SUPERVISORY/BUDGET RESPONSIBILITIES:


Manages a Fire and Emergency Services department.
