Overview of USAID MEO Contract:
In addition to the management goals and objectives highlighted in the FY 2014-2017 Department of State and USAID Joint Strategic Plan and the 2015 Quadrennial Diplomacy and Development Review, MEO will contribute to USAID’s corporate objective of being a strategically managed and operationally effective development partner in order to achieve the USAID’s mission of ending extreme poverty and promoting resilient, democratic societies, while advancing U.S. security and prosperity. These government-wide mandates underscore the importance of having sound operations management practices. USAID’s operations performance is fundamental to the Agency’s ability to achieve its development objectives.
There are three main tasks under this IDIQ (1) analytic support, (2) training and technical assistance, and (3) information and change management. The services under this IDIQ require expertise in operations performance management and strategic planning, as it relates to supporting international development and foreign assistance programs; training and technical assistance; report writing; information technology; and project management.
Task orders under MEO will help strengthen operations performance management practices at USAID by (1) analyzing operations performance data, processes, and management issues to improve USAID’s efficiency and effectiveness; (2) providing surge capacity, support, and technical assistance to USAID operating units to comply with internal and external requirements related to operations performance management; and (3) improving USAID’s internal and external communications, products and information management, and monitoring and reporting on operations performance management.
Position Summary and Responsibilities:
The IDIQ Manager , based in Washington, D.C., will serve as DT’s chief liaison to USAID and provide overall leadership for all technical aspects of the work performed under this contract. The IDIQ Manager will serve as the DT’s principal subject matter expert and will manage all project staff. The person will continuously monitor all aspects of contract activities, and recommend adjustments when necessary. He/she will have experience and be responsible for the contract’s operations performance management and strategic planning relating to international development and foreign assistance programs.
Key Qualifications:
At least 10 years of relevant experience in an operations management role, preferably in a security-challenged environment, cross-border setting, non-English speaking region, or with a Donor-funded grants program;
Graduate degree in international development assistance related discipline, business, public administration, economics, management, finance, or related field
Demonstrated knowledge of USG rules and regulations;
Experience managing major IDIQs and sub-grants;
Extensive knowledge of operations strategic planning performance management to support international development/foreign assistance programs;
Prior experience managing complex IDIQs and delivering services in multiple locations worldwide.
