(AFG-KABUL) Advisor, Budget Oversight
Job Summary
The Budget Oversight Mentor will provide training, advice, and mentoring to Afghan National Security Force (ANSF) personnel in order to enable Afghan officials to achieve a self-sustaining ANSF capable of fiscal transparency and accountability of funds belonging to the Government of the Islamic Republic of Afghanistan (GIRoA).
Principal Accountabilities
- Advise and mentor Afghan officials on the oversight and use of GIRoA funds received by direct contributions and ensure funds are utilized in accordance with all applicable GIRoA laws and regulations.
- Become an expert on the Afghan blue book, Hale memo, Financial Management Office (FMO) Standard Operating Procedure, Ministry of
- Finance Accounting manual, budget manual and have knowledge of Afghan procurement law.
- Attend and participate in regularly scheduled meetings.
- Produce reports to include, but not limited to, weekly and monthly status reports, miscoding reports, end of year reconciliation, trip reports and information papers as requested by the requiring activity.
- Provide detailed analysis in weekly execution reports and contract validation reports.
- Have a working knowledge on both United State Government (USG) and GIRoA standard financial systems and budget processes.
- Advise and mentor Afghan officials on how to develop and implement budget formulation processes and procedures.
- Strengthen payroll processes by linking to personnel database.
- Develop and implement budget formulation processes and procedures.
- Advise and mentor Afghan officials on how to perform budget execution management functions for release and control of funds.
- Ensure monthly reconciliation of payroll forms to ensure accurate payroll accountability.
- Mentor and monitor all pay related activities within the ANSF to include coordination with banks and the Ministry of Finance to ensure bank issues are monitored, reported and corrected. Advise FMO on recommended corrective actions and solutions.
- Regularly mentor CJ8 management of progress and recommend areas that require intervention. Make recommendations to CJ8 on pace and issues involved with transfer of budget management to Ministry of Defense (MoD) leadership.
- Provide reports to CJ8 management on Afghan fiscal management and accountability progress and recommend areas that require intervention.
- Performs other duties as assigned.
Knowledge & Skills
- Superior writing, computing and communications skills required.
- Must be capable of becoming familiar with areas of ANSF logistics, Decree and Policy implementation and ANSF financial management procedures and policies.
Experience & Education
- Business Management related Bachelor’s degree (i.e.; Management, Finance, Economics, Accounting, etc.)
- Prior military experience at the E-7 level or above; or government experience at the level of GS-11 or above.
- Prior supervisory experience.
- Minimum five years of financial management experience in either the military or a governmental capacity.
- Experience in working with Middle Eastern or Asian cultures is desired.
- Experience in program or project management; office automation programs, such as Microsoft Word, Office, PowerPoint, and Excel.
- Must have a final (not interim) Department of Defense (DoD) Secret Level Security Clearance prior to deployment and must maintain that clearance.
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy
- Must be able to operate in harsh and austere conditions of Afghanistan
Travel
- Ability to travel domestically and internationally
