(AFG) Finance Manager

Responsibilities:


The Finance Manager will be primarily based in Dubai, UAE with temporary duty assignments in Kabul, Afghanistan and will serve in an active and influential business advisor role with program management, utilizing resources to accomplish operational requirements. The Finance Manager will report to the Deputy Chief of Team-Logistics, Chief of Team, and Program Implementer with a dotted line reporting relationship to the PAE Headquarters-based Finance team in the management of multiple geographical sites and functions to support critical client mission activities of this contract. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

* Provide sound financial advice to the Chief of Team and other Department Heads.



  • Provide effective financial management service and oversight of projects.




  • Act as an interface between management and all stakeholders.




  • Keep accurate accounting records of all expenses and budgets for ongoing projects.




  • Analyze complex financial data and extract and define relevant information; interpret data for the purpose of determining past financial performance and/or to project a financial probability.




  • Ensure the appropriateness of the key assumptions included in projects’ budget proposals.




  • Provide advice to the Department Heads.




  • Analyze budget patterns and projects expenditures.




  • Ensure that expenditures for budgets and contracts are monitored and that reports are prepared to maintain balanced accounts.




  • Develop management, narrative, and statistical reports for the customer.




  • Develop and oversee the maintenance of budget monitoring systems.




  • Develop complex financial reports for forecasting, trending, and results analysis.




  • Monitor, identify, and communicate over expenditures to the Department Heads.




  • Assist in resolving funding shortfalls.




  • Keep abreast of laws and regulations that apply to Local National staff to maintain up-to-date compliance.




  • Review budget justification to ensure it correlates to budgeted dollars.




  • Confirm that anticipated promotions and other increases are calculated into the cost of projects.




  • Ensure compliance with all relevant PAE and customer regulations and restrictions.




  • Oversee budget accounts once awarded or contract(s) signed.




  • Provide oversight for the expenditure of funds, ensuring that funds are expended according to sponsoring organization’s stipulations.




  • Confer with appropriate internal and external administrative offices to ensure that required procedures are followed.




  • Provide instruction and answer questions relating to budget procedures and serves as liaison between the business office and other departments.




  • Prepare and process payroll documents needed to implement payroll/personnel transactions.




  • Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.




  • Supervise the work of those under the Finance Department.




  • Perform other functions as may be required.



Qualifications:


Required:



Citizenship:Open to foreign nationals



Education: Bachelor’s degree in Accounting, Business Administration, or other related discipline or equivalent experience/combined education, with professional experience



Must be willing to work in and travel to austere environments.



Experience:


o 5+ years of work related experience in US Government procurement or contracting to include sourcing, requisition management, purchasing, contract management, transportation, receipt, and vendor data cataloging


o 2+ years or more of experience in an international environment


o 2+ years or more of experience supervising Finance staff personnel


o Experience in Federal Acquisitions Regulations (FAR) and their implementation on a Government contracts


o Experience of financial responsibility for a budget, including experience of GAAP and guidelines, end of year accounts and external liaison with auditors



Security Vetting: Ability to obtain an MRPT (moderate risk public trust) and maintain throughout the duration of the contract



Medical:Favorable passage of a drug screen and physical examination



Language Skills:Expert professional, oral and written English communication skills, to present, facilitate and disseminate information.



Work Ethic:Commitment to maintaining a high performance team which delivers customer service excellence


Desired:

* CPA or MBA

* Ability to communicate effectively in person, in writing and over the telephone with individuals and with a wide variety of organizations and audiences and to research, analyze and interpret complex information and produce clear verbal and written reports



  • Successful management of multiple sites in geographically dispersed locations




  • Ability to collect, analyze and summarize data and to prepare clear and concise reports




  • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures




  • Exercise sound judgment and make decisions independently




  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment




  • Expert computer skills, specifically in Microsoft Word and Excel




  • Must have the ability to be innovative and be an agent for change
