(AFG-Oconus Kabul) Logistics & Inventory Manager

Logistics & Inventory Manager


Reports to: Deputy Project Manager


Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy and/or its Outlying Sites in Kabul, Afghanistan. Periodic travel with extended overnight stays may be required while working on projects and other locations in Afghanistan. Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time

Working Environment: The candidate will work on construction and maintenance sites including exposure to the dangers inherent with such sites

Work Schedule: This position works ten hours/day six days a week minimum, is on-call 24/7 and must be willing to quickly respond to all critical customer service issues as required.

Major Duties and Responsibilities:


  • Manages shipping, receiving and inventory for all machinery, equipment, tools, raw materials, parts, and/or supplies necessary to support operations of the PAE AEK project sites in Afghanistan.

  • Coordinates with the AEK procurement team to optimize shipping and related logistics to meet program performance goals, objectives/standards, service delivery, quality, and customer satisfaction.

  • Supervises a multinational staff of 8 to 12 logistics specialists, receiving clerks, warehousemen, expeditors, drivers, and associated staff as assigned.

  • Primary liaison with PAE’s logistics operations and offices in Dubai and PAE U.S. headquarters.

  • Analyzes current processes and procedures to identify improvement areas leading to elimination of non-value added steps and recommend value added solutions.

  • Tracks orders and maintains necessary supply chain related records.

  • Receives, verifies and inspects deliveries to ensure materials and services meet specifications, codes and established industry standards.

  • Instructs assigned staff in company work policies and procedures.

  • Manages and tracks inventory of all PAE tools, equipment, parts, etc. in Maximo and related software systems.

  • Manages and tracks inventory of all PAE assigned GFE.

  • Manages APO mail pick up and disbursement and administrative requirements.

  • Manages tool inventory including daily check out and return of tools by tradesmen.

  • Manages staff uniforms for the AEK Embassy programs team

  • Evaluates staff performance and recommends personnel actions such as salary increases, dismissal or promotion.


  • Performs other duties as assigned.

    Minimum Acceptable Experience and Qualification Levels:

    The candidate will have the following experience and/or qualifications for this position:




  • A minimum of five years of experience in supply chain management with a minimum of three years of experience in physical plant and building operations of large facilities in a supervisory capacity is required.



  • Must have good organizational and communication skills and the ability to exercise sound judgment and make decisions independently.

  • Three years overseas experience in an austere OCONUS environmental.

  • Proficient in Microsoft Office – Word, Excel, PowerPoint and Project Management.


  • Prior experience with Maximo and CostPoint software is strongly preferred.

    Education:




  • Bachelor’s degree in Business or related discipline is preferred.




  • High school diploma or GED required.

    Language Requirements:




  • Must be fluent in speaking, reading and writing English.




  • Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management and the client.

Major Duties and Responsibilities:


The Assistant Services Manager duties and responsibilities include at a minimum:


  • Ensures that PAE is providing a friendly, professional service to the customer.

  • Reviews vacancy / occupancy status and room assignments.

  • Responds to resident’s requests and complaints.

  • Conducts inspections of living and common areas.

  • Ensures proper inventory of supplies and equipment.

  • Oversees linen / towel exchange.

  • Maintains key control and signs guests in and out of their assigned rooms at their assigned guest house.

  • Ensures the service desk is maintained 24×7 and will be assigned to either the Day shift or the Night Shift


  • Take initiative and ingenuity to analyze a situation and to make frequent decisions based on DOS and PAE policies and regulations.

    Minimum Acceptable Experience and Qualification Levels:




  • The ideal candidate will have at least a high school diploma or GED and experience in customer service.



  • He/she will take initiative and ingenuity to analyze a situation and to make frequent decisions based on DOS and PAE policies and regulations.

  • The Assistant Service Manager must have a minimum of 1-year successful supervisory experience in a custodial or labor position for an office and/or residential facility.

  • Must be able to lift and carry fifty pounds. Prior overseas experience is highly desirable.

  • Word, Outlook and Excel spreadsheets are required.

  • Previous overseas is desirable and experience working in a desert environment is a plus.


  • Able to communicate (both written and oral) effectively in English.

    Education:




  • Must have 2 years of experience as a Housekeeper or similar customer service experience



  • 1 year supervisory experience required.

  • Previous overseas experience working with a multi-national workforce is highly desirable.


  • Highly preferred a graduate of Hotel and Restaurant Management course from an accredited university.

    Language Requirement:




  • Must be fluent in speaking, reading and writing English.




  • Must have excellent oral and written communication skills sufficient to effectively communicate with employees, upper-level management and DoS customers.

    Citizenship:




  • US Citizenship is not required for this position.

    Clearance:




  • Must have a MRPT Clearance or the ability to obtain one.
