PLACE OF PERFORMANCE: Amman, Jordan
USAID/Jordan has an immediate vacancy for a USAID Project Management Assistant in the Population and Family Health Office (PFH). This is a Personal Services Contract (PSC) position, grade FSN-08. The work schedule is 40 hours per week. The salary level of the selected candidate will be determined based on meeting the required qualifications and documented previous salary history. The qualified selected candidate may be employed at a trainee level until reaching the position’s full performance level. Applicants who do not meet the minimum number of years of experience may also be considered only after it is determined that there are no other qualified candidates. Should such an applicant be chosen for the position, the starting salary will be set at a trainee level.
Trainee-level appointments will require the employee to work for a certain period of time before the employee is eligible for the FSN-08 level. USAID/Jordan may select more than one candidate with this solicitation.
Basic Function:
The USAID Project Management Assistant is a key member of the USAID/Jordan Population and Family Health (PFH) Office. His/her primary responsibility is to work closely with Support Offices for successful planning, reporting, and funding of the PFH portfolio. The Project Management Assistant is responsible for developing annual resource requests, leading allocation and distribution of Operating Year Budgets as part of the Operational Plan, ensuring adherence to earmarks, conducting regular funds availability and pipeline analyses, and other duties related to financial management. Additionally, the Project Management Assistant will support certain monitoring and evaluation (M&E) activities – primarily in the capacity of coordination, updating, and tracking. These efforts directly protect and enhance programming for the PFH Office. S/he exhibits maturity and exercise high degree of professional judgment and is qualified to assume the full range of duties and responsibilities listed herein with minimal guidance.
Major Responsibilities:
Budget Formulation, Management, and Tracking
Coordinates the PFH Office’s budget by maintaining detailed knowledge of the financial plans for each activity and coordinating with Activity Managers to ensure that obligating actions are done timely and within forward funding guidelines.
Keeps an up-to-date record of funding levels and advises accordingly on funds allocation for new activities and/or activities that need incremental funding.
Prepares historical analyses and predicts budget and strategic trends.
Works with the team in the development of requisitions in the Global Acquisition and Assistance System (GLAAS) and related memoranda, to ensure that all technical details, such as budget elements, contract numbers, funding cite information, etc., are correct. Monitors allocation of funds between Health sector, USAID/Jordan and the Bureau by managing the budget allocation process and coordinating with AAO and FMO on USAID/Washington-funded actions; works closely with the Financial Management and Program Offices on tracking of committed, sub-obligated and disbursed funds programmed through field support.
Keeps track of all budgetary and obligation documentation, from inception, to final approval, and filing, while tracking budget data for each individual project and activity at Mission and Washington level.
Ensures that reporting vehicles and the flow of information and data integrity are maintained and ready for financial audits and for resolving any differences, inconsistencies and/or inaccuracies; works closely with FMO to ensure PFH activities are correctly updated in quarterly pipeline and other reports.
Gathers information for regular financial reports, including obligations, expenditures, pipeline, and mortgage, and updates information periodically.
Information Gathering and Dissemination
Provides support to PFH Office for:
Coordinating and updating the relevant portions of DO 3 Results Framework;
Maintaining the Performance Management Plan (PMP);
Organizing Data Quality Assessments (DQAs); and
Tracking and reporting performance results.
Serves as the PFH Office’s primary liaison with the mission’s Development, Outreach, and Communications team, which is based on the Program Office. In this capacity, the incumbent is responsible for leading the PFH Office’s tasks related to event planning and execution.
Drafts and updates success stories and other written communication materials, such as social media posts.
Administrative Support Duties
Serves as administrative liaison with implementing organizations to ensure compliance with USG requirements related to travel, visas, training, financial and programmatic reporting.
Qualification Criteria:
A bachelor degree in one of the following fields: Business Administration, Finance, Public administration or Liberal arts is required. Supporting documentation for the university degree must be included in the application for eligibility purposes.
Three years of progressively responsible experience in development assistance or related work for an international or donor organization, or equivalent work with a private or host-government entity is required. Such experience must have included collection, analysis, evaluation, and presentation of performance and/or financial information.
Level IV in both written and spoken English and Arabic is required. At Level IV an employee is required to possess a high degree of proficiency in both written and spoken English, including the ability to translate the host country language into precise and correct English, and English into the applicable foreign language. On occasion, an employee at this level might be expected to act as an interpreter in situations where considerable importance attaches to proper word meaning. English proficiency will be tested. A score of 785 on the TOEIC exam (Listening & Reading components only) or 590 is for the TOEFL ITP exam or 96 for the TOEFL iBT are acceptable. Examination scores have to have been recorded within the last six months; or else, candidate will be tested again.
Skills and Abilities:
The ability to plan and organize the financial and reporting aspects of program activities is required.
The ability to be tactful, possess good judgment, able to maintain positive working relationships with superiors and colleagues in high-pressure situations is required.
Must be computer literate with proficiency in word processing, spreadsheets, automated calendars and web-based research and tools; Must have the ability to communicate effectively, both orally and in writing with colleagues, stakeholders, and leadership within U.S. Embassy and Government of Jordan.
Selection Process:
Applications will be initially screened for eligibility in accordance with the qualification criteria above. Applicants must address each criterion in their application in order to meet the minimum qualifications for this position. Top-ranked candidates who meet the minimum qualification criteria will be given an English test. Applicants with passing marks will be given a technical test. The technical test will be on any of the criteria previously mentioned and top-ranked applicants with passing marks will be invited for an interview. Testing and interviewing will be conducted in Amman, Jordan. USAID will screen for nepotism/conflict of interest in determining successful candidacy. Employees must have completed 52 weeks of employment in their current position before being eligible to apply.
