Systems Engineer - Lockheed Martin - Aberdeen Proving Ground, MD





This position is contingent upon contract award expected in early 2016. This position is identified as Strategic Review – Aligned to IS&GS. Position is located in Afghanistan: Command, Control, Communications, Computers and Intelligence (C4I) Systems Specialist, Senior is responsible for providing Airborne Sensor Operators (ASOs) support in the form of Tactical Operations Center (TOC) managers. This position is responsible for ground coordination activities to enable handling issues that reduce ASO workload (i.e., flight tracking, target changes, crypto dropss and assembling prebrief and debrief data packets). “Sample Description of Work Performed: Interfaces, integrates, upgrades, and troubleshoots and repairs United States proprietary low-density tactical Command, Control, Communications, Computers and Intelligence wideband communication and information systems using DC, AC, digital theory, and troubleshooting skills. Evaluates and resolves technical problems encountered during network integration, equipment installation, and troubleshooting of Command, Control, Communications, Computers and Intelligence systems. Uses engineering drawings and schematics to solve system and equipment failures, and analyzes failures to determine if they are considered systemic or unique anomalies. Problems that are systemic are documented, and forwarded to government Program managers with one or more proposed technical solutions for approval. Deploys and installs and establishes operation of satellite, wideband communications systems, and local area networks. Configures systems and aligns signal levels to maintain communications links via satellite transponders with distant satellite and automation systems. Employs orbiting communication satellite, line of sight, and tropospheric scatter techniques to conduct Q.A. tests, alignment, and troubleshoot and repair systems. Performs analysis, evaluation and implementation of Engineering Change Proposals and Modification Work Orders in accordance with prescribed military standards and specifications to include configuration of Command, Control, Communications, Computers and Intelligence systems on avionics platforms. Evaluates recommended improvements to equipment performance and operational procedures. Performs site surveys to ensure system equipment and physical location meet mission operational requirements. Establishes communications links and interconnects communication facilities. Interprets and analyzes circuit and cable diagrams to trace current flow and signal paths to perform operational checks, loop testing, and intersystem troubleshooting of network control equipment. Removes, repairs, reassembles, reconnects, and performs operational checks to isolate and repair electronic and electromechanical equipment or components to restore systems to serviceable condition. Requires system expertise, acquired through four or more years of direct military support, in interpreting wiring / logic diagrams and schematics, troubleshooting Command, Control, Communications, Computers and Intelligence networks and systems, principles of wideband and satellite systems and equipment, data analysis and circuit analysis, principles of multiplexing, analog to digital conversion, and digital data transmission.

Basic Qualifications

Education Level: Bachelor’s degree (in Computer Science, Math, Electrical Engineering or related field) and three (3) years of related experience. Minimum Years of Experience: Experience should include operations, system analysis, engineering, integration, troubleshooting, installation, and repair of U.S. automation systems and subsystems. Substitutions: Associate Degree with seven years of related experience and/or training; or eleven years direct experience with U.S. military Command, Control, Communications, Computers and Intelligence or commercial communication networks / systems. ” NACI required prior to deployment and within 30 days of start date. Valid passport for at least 3 years. Ability to read, write and speak English Familiarly with basic computer skills Must be able to meet CENTCOM CRC medical minimum standards Must be able to meet deployment training minimum standards Must be able to work with customers and subcontractors in a professional manner
