Senior Security Program Evaluation Designer - Barbaricum - Washington, DC
Barbaricum seeks a Security Program Evaluation Designer to provide technical direction and overall guidance to personnel for activities under a contract with the Department of State’s Bureau of an International Narcotics and Law Enforcement (INL) program in Afghanistan. The focus for this position will be on developing an evaluation plan, approach and methods, and supervising the work of all personnel on the contract.
QUALIFICATIONS
A Master’s degree in the social sciences.
At least 10 years of experience in designing and conducting large-scale evaluations, preferably international.
Demonstrated expertise developing and implementing outcome and impact evaluation methodology, including sampling methodology, data analysis, and power calculations.
Demonstrated experience performing qualitative and quantitative evaluations.
Demonstrated use of statistical software packages (I.e. SAS or SPSS – PC)
Field experience in data collection methods.
At least three (3) years of supervisory experience.
Fluent in English and have excellent research, writing, analytical, and presentation skills.
Proven ability to deliver a quality written product in English.
Organizational/technical skills to manage the resources for this project and support the team with field logistics.
Dari or Pashto speaking and reading skills at or equivalent to the Foreign Service Institute (FSI) proficiency level of 3 o r higher is required. Certification of language proficiency will be required.
Experience working in Afghanistan on law enforcement, counternarcotics, and/or rule of law programs or evaluations is highly desirable.
