Afghanistan: Junior Evaluation Consultant - Mid-Term Evaluation of the Project “Supporting Access to Justice in Afghanistan (SAJA)”


THE ASSIGNMENT


The incumbent, under the supervision of the Evaluation Team Leader, will report to the Director, Research and Learning, and is expected to carry out the following duties in accordance with the Terms of Reference of the Evaluation:

Duty station: Home-based with 15-18 day of mission in Afghanistan.


The incumbent will be expected to support the Team Leader and carry out, inter alia, the following duties:



  1. Support the execution of the mid-term evaluation as follows: Assist in conducting an in-depth desk review of: program documents and reports; administrative records related to the various activities; program progress reports; results of pre and post training tests; participants’ evaluation of trainings; INL/USG documents and strategies other donors’ and stakeholders’ relevant documents; the WPCs Guidelines; and National Strategic Documents, such as National Priority Program for Law and Justice for All (National Priority Program 5), the Law on the Elimination of Violence against Women (2009); the Realizing Self-Reliance Paper; the Tokyo Mutual Accountability Framework (TMAF); the Self-Reliance through Mutual Accountability Framework (SMAF); the National Action Plan for the Women of Afghanistan (NAPWA); the National Action Plan on Women, Peace and Security; the Women’s Protection Center Regulation 2011 and the National Legal Awareness Strategy (NLAS);




  2. As per Team Leader’s instructions, support the data collection, especially during the field mission. Where required, the incumbent will participate in and/or conduct FGDs, interviews, and will collaborate to ensure data are collected in line with the agreed methodology;




  3. Support the preparation of the Inception Note and evaluation report;




  4. Provide support and inputs for the preparation of the Inception Note; and




  5. At the request of the Team Leader, contribute to the compilation of the evaluation report



The consultancy is expected to start by the end of January/beginning of February 2016 and shall last for a period of 20 working days (estimated), including one field mission for data collection in Afghanistan.


IDEAL CANDIDATE PROFILE


Education


  • Advanced university degree in Evaluation, Social Sciences, Political Science, International Development, Law or related field.

Work experience


  • Minimum of 2-3 years of relevant professional experience;

  • Experience in co-conducting results-oriented evaluations of programs or initiatives in the field of development assistance with focus on good governance / rule of law;

  • Experience with Project Cycle Management and Logical Framework approaches;

  • A previous experience in the region and/or in fragile states is highly desirable.

Languages


  • Fluency in written and spoken English is required.

Specific Technical & Behavioral competencies


  • Demonstrated knowledge of various M&E approaches/methodologies/ tools (e.g., Theory of Change approach, outcome mapping, performance and organizational audit, etc.);

  • Familiarity with designing qualitative and quantitative indicators at appropriate levels (input, output and outcome);

  • Hands-on experience with quantitative and qualitative data collection methods. This includes questionnaires/surveys, structured/semi-structured and unstructured interviews, structured desk review and mapping, on-site observations, focus group discussions, etc.;


  • Good analytical, writing and editing skills.




  • Excellent interpersonal skills and ability to work in a team;




  • Capacity to work in a stressful environment with security restrictions;




  • Capacity to work in a multicultural environment;




  • Cultural and political sensitivity.



COMPENSATION


IDLO offers competitive remuneration for internationally-recruited consultants. For this fixed term consultancy, a daily rate of US$ 300 to US$ 400 will be offered to the deserving candidate and depending on the qualification and experiences. IDLO shall cover all relevant expenses for the field mission including flight, accommodation and meals.

BACKGROUND


The 30-month “Supporting Access to Justice in Afghanistan” (SAJA) Program aims to improve access to justice in four main areas: legal aid, prosecution of crimes of violence against women, the effectiveness of Women’s Protection Centers and public legal awareness. This Program builds on the achievements of previous programs implemented by IDLO in Afghanistan, particularly the INL-funded IDLO National Justice Sector Strategy (NJSS) Program.


Under the IDLO implemented NJSS program, legal aid providers and government institutions identified the need for further capacity building support for legal aid providers, as well as improved coordination among legal aid actors. To address these needs, the SAJA legal aid component seeks to facilitate the creation of a network of legal aid NGOs and to provide technical assistance to improve legal aid skills and services.


Building on the work of previous IDLO programs, the SAJA gender justice components focus on supporting and strengthening the capacity of both the Elimination of Violence against Women (EVAW) units, established within the Attorney General’s Office, and Women’s Protection Centers (WPCs). In collaboration with these gender justice partners, the IDLO SAJA team works to build their technical and management capacity to improve the quality of care and services received by women and children seeking support.


In the 2011 National Legal Awareness Strategy of Afghanistan, the Ministry of Justice (MOJ) noted that most Afghans have insufficient knowledge of legal issues and have not benefited from their rights guaranteed by the Constitution. For this reason, the final SAJA component addresses public legal awareness, as it is necessary to strengthen justice services and to increase citizen’s awareness of their rights and how to access to justice.
