Afghanistan: HPS Team Leader - Afghanistan
JOB TITLE: Team Leader; Support to the development of the agriculture private sector: Perennial horticulture programme. (DCI-ASIE/2012/023-449)
Reports to: Country Director, Afghanistan
Location: Kabul, and occasional field visits.
SUMMARY: Relief International (RI) and Afghanistan National Horticulture Development Organization (ANHDO) are recruiting for a Team Leader (TL) to manage the overall coordination and implementation to support the development of the private agricultural sector in Afghanistan, perennial horticulture programme. The TL will be based at the central unit in Kabul and occasional field visit. This position is dependent on the successful award of this programme from the European Union. The TL will manage the team of programme staff and be responsible for meeting the targets outlined in the project.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Monitor the implementation of the project and ensure that it is carried out in the true spirit of the agreed objectives and results.
- Present the log-frame to key staff, continually review and amend if and when needed.
- Coordinate, support and line manage the four project manager for the implementation of the project.
- Submit work plans, technical and financial reports to the Donor as needed
- Submit quarterly reports to the Steering Committee, cc. to the employer as directed.
- Organize conduct regular meetings of the Coordination Committee for the day to day management of the project. Draft and circulate the minutes.
- Request meetings of the Steering committee every 6 months for approval of work plans and budgets and any time the Steering Committee is needed for negotiating implementation issues. Act as secretary to the Steering Committee.
- Act as representative to Donors, MAIL, partners and other stakeholders as required.
- Coordinate visibility activities as per EU guidelines.
- Coordinate and ensure quality control of project publications, brochures, etc.
- Coordinate with the Project Managers the planning sessions of each of the four components (Objectives 1 to 4) and ensure complementarity and synergies.
- Organize and coach monitoring missions.
- In coordination with RI and ANHDO I advisers draft TORs of short term consultants as and when needed.
- Coordinate missions of short term consultants and receive their reports.
- In coordination with the Project Managers, organize training and study tours and provide capacity building
- Strive for keeping good working relations among implementing partners and deal with any issues at the correct levels.
- Work in team with the Deputy TL, built their capacity and aim ensure absolute continuity of the management
QUALIFICATIONS/EXPERIENCE:
· Minimum of 5 years of relevant project management experience
· Minimum of 1 year of relevant experience in Afghanistan
· University degree in Agriculture, Agricultural Economics or related fields (Degrees in other fields may be acceptable if compensated by relevant experience.
· Fluent written and spoken English (knowledge of Dari and/or Pashto an asset)
· Experience of managing a team of expatriate and local staff
· Experience of implementing similar programmes
· Experience of reporting according to EU guidelines
· Strong budget management skills
· Experience of working with multiple partners and coordination of these
