Afghanistan: Finance Manager


Position Location: Kabul, Afghanistan

Position Summary:


Creative is seeking a Finance Manager for a U.S. Agency for International Development (USAID) funded project proposal that seeks to address corruption in Afghanistan. The Finance Manager is to be based in Kabul, Afghanistan and will have overall operations responsibility for the project.


Reporting & Supervision:


This position reports to the Chief of Party in Afghanistan.


Primary Responsibilities:


The Finance Manager will be responsible for the financial leadership and in-country financial management of the project. The Finance Manager is responsible for all financial management matters, including procurement, budgeting, and financial compliance. The Finance Manager must ensure that implementation is in accordance with USG regulations and procedures and the specifications determined in the cooperative agreement. This must include ensuring that all procurement processes are fair and transparent, and reviewing financial compliance.


Required Skills & Qualifications:



  • Master’s degree in administration, finance, or similar field and at least 8 years of experience in financial and administrative management with organizations that manage international projects, or a bachelor’s degree and at least 12 years of experience in financial and administrative management with organizations that manage international projects;




  • Demonstrated ability to analyze financial data, create and track budgets, and set up and maintain financial management systems;




  • Experience with financial/accounting software;




  • Experience in financial, administrative, and grants management of donor-funded projects, preferably on EU projects;




  • Certification with an accounting professional body;




  • Demonstrated diplomatic and interpersonal skills and ability to manage staff effectively in a complex and changing environment;




  • Proven ability to manage confidential matters discreetly and with the trust and confidence of colleagues and clients;




  • Excellent written and oral communication skills in English;




  • Computer literacy in MS Office applications including Word, Excel, Power Point, and Outlook; and




  • Knowledge of QuickBooks.



Desired Skills & Qualifications:


  • Fluency in Pashto/Dari a plus.
