(AFG-Kabul) Deputy Program Manager


THIS POSITION IS CONTINGENT UPON GOVERNMENT FUNDING


JOB DESCRIPTION:

In support of the Afghanistan Country Manager will manage the day-to-day Contracting and Sub Contracting (SubK) management of the program as well as all the Administration, Personnel Hiring, Conflict Management, and formal/Informal Investigations that may occur during the execution of the program. Acts as Liaison between Orlando based functional support staff (sub contracts, Mission Assurance, Material, Logistics, Talent Acquisition and Human Resources) and individual Project Managers on all administrative aspects of projects. Assesses project issues and develops resolutions to meet productivity, quality and client satisfaction goals and objectives. Provides and maintains historical records to include all contractual, training and performance metrics for all Afghan Programs. Acts on behalf of Afghanistan Country Manager in their absence.


Manage, prepare, and submit the following reports/requirements:

* PERSTAT reporting, as required

* SPOT/IDURE reporting, as required

* DOS77

* Maps and overlays depicting WTA locations

* Security reports and overlays

* Contractor training status and ability to proactively manage to ensure all annual training requirements are conducted

* Contractor administrative requirements to proactively manage CACs, LOAs, Security Clearance expirations

* Develop continual process improvements to streamline reporting and metrics management

* ICW with HR and Mission Assurance, develop personnel policies, personnel accountability and disciplinary reports.
* Understand SIR reporting policies and maintain Serious Incident Reports

* Develop a WFF filing system both electronically and in hard copy to ensure accurate historical documentation is maintained and easily accessible as needed

* Create reports of Personnel Hiring Actions, Review, and Interview and screen all potential program employees.

* Interact with and maintain visibility of all Sub Contractors, foster and ensure a good relationship with the SubK’s.

* Investigate formal and informal complaints, accidents and incidents.

* Assist with proposal development and Gate 4 products

* Prepared to conduct other duties as assigned

* The Administration and Operations Specialist shall report to the Country Manager and may interface with COR, IJC, NTM-A, CSTC-A, NSOCC-A, and CJSOTF-A in Afghanistan and participate in meetings and conferences as directed

WORK LOCATION:

Various locations throughout Afghanistan

REQUIRED HOURS:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.

REQUIRED QUALIFICATIONS:

* Eight years of related experience, to include experience/training in Project Management

* Executive level knowledge/experience with Administrative oversight requirements

* Strong Information Management skill sets

* Knowledge of MS Office, RTN Management Information System (MIS), Maximo and Internet protocols

* Experience with RTN WFF proposal development, WKRP management and Gate 4 products

* Executive level Interpersonal and team-building skills with the flexibility to communicate and gain cooperation from single contractors, Project Managers, Functional Staff and US Military executives

* Exceptional Oral and Written Communication Skills

* Strong/Proven Team Building Skills with a Collaboration Management Style and can follow directions

* Must have exceptional Interpersonal, People, and Customer Service Skills

* Prior experience with Defense Contracting, ITAR’s, and Import/Export Regulations

* Certifications from U.S. Defense Acquisition Agency

* Very Strong Oral and Written Communication Skills

* Strong Organizational Skills

* Understanding of contract management processes/regulations

* Contractor personnel shall comply with all theater command policies, regulations, and General Orders

* Must be able to obtain a DoD Secret security clearance PRIOR to start and be able to maintain throughout contract.

* Valid US Passport with at least 1 year validity

PHYSICAL REQUIREMENTS/WORKING ENVIRONMENT:

* Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs. per piece, and the unassisted movement over uneven terrain.

* Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.

* Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location.

* Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards.

* Ability to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day; routinely climb / descend stairs; routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders; read and interpret newspaper and typewritten print; and communicate by voice and detect sound by ear.

* Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions.

* Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.

* The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.

* Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied

DESIRED QUALIFICATIONS:

* 10 years military experience

* Special Forces Experience

* Understanding of Raytheon systems and processes in support of US requirements owners and PEOSTRI contracting agent

* Active/current DoD Secret security clearance

REQUIRED EDUCATION (including Major):

Bachelor’s Degree in Economics, Business Administration, Business Management, Supply Chain Management, or other related field and 8 years of related work experience. 8 years of Equivalent work experience “may” be accepted for education requirement. MBA preferred. U.S. Military MEL 4 qualified and a Masters of Military Art’s and Science preferred.
