Afghanistan: Monitoring & Evaluation (M& E) Advisor
Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 574 staff of whom 5 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.
Position Description:
The M&E Adviser is a key position within the Fundraising & Communications Department. In close collaboration with the Head of Fundraising & Communications, the incumbent will support DACAAR in the planning and execution of its M&E activities, ensuring quality in accordance with accepted standards and feedback of M&E information for learning, accountability and decision making purposes, including for development of new project proposals. This will include the development of a comprehensive PMEL System and support to the management of the system. S/he will train staff and build DACAAR’s internal capacity for Monitoring and Evaluation through engaging staff in continuous on-the-job mentoring and coaching as well as providing real time technical advice, support and assistance.
Responsibilities:
Policy and Strategy (75%)
- Support DACAAR in the planning and execution of its M&E activities, ensuring quality in accordance with accepted standards
- Support the development of, and monitoring the implementation of the Programme Framework Document (2013-16) in line with the associated M&E framework.
- In close collaboration with the Head of Fundraising & Communications Department, lead the establishment and implementation of a comprehensive Planning, Monitoring, Evaluation and Learning (PMEL) system. The PMEL system should serve the Planning, Monitoring, Evaluation and Learning needs for the organization in line with the Programme Framework Document (2013-16).
- Support and build the capacity of the staff in the department for management and practical application of the PMEL system, including for the elaboration of analyses based on information from the system.
- Train and build the capacity of Fundraising & Communications Department staff as a whole on monitoring and evaluation concepts, theories.
- Support the Head of Fundraising & Communications and staff in designing and undertaking or commisioning and managing evaluations and assessments of specific projects or other activities.
- Work closely with the Head of Fundraising & Communications, Grants Advisor, the M&E team, Communications team and Reporting team to ensure that lessons learned in terms of process and impact, and best practices captured during M&E of projects are channeled to reports, design of future project proposals, and to support the development of knowledge products for internal and external use.
- Support the design of M&E related parts of project proposals, e.g. development of logframes or results frameworks.
- Support the provision of M&E inputs for reports to donors and other bodies, and internal quarterly and annual reports.
Programme (20%)
· Build the capacity of Programme staff in monitoring and evaluating implementation of projects through training and on-the-job coaching and mentoring.
· Support the Programme in the designing of assessments and baseline methodologies and questionnaires in order to ensure quality of project implementation.
· Work closely with the Technical Unit embedded in the Programme Department to ensure that PMEL system and framework reflects the specific needs (i.e for indicators, impact monitoring, etc) for each thematic area, namely; Water, Sanitation & Hygiene; Natural Resource Management; Women’s Empowerment and Small Scale Enterprise Development.
Finance (2%)
- Liaise with Head of Fundraising & Communications, Grants Adviser and finance staff to ensure all proposals have a budget line for M&E activities.
Human Resource & Administration (1%)
- Support the Head of Human Resource & Administration in assessing and enhancing the quality of formal internal and external trainings on PMEL.
Directorate (2%)
- Provide strategic advice to the Director on matters relating to PMEL
In addition to the above specific tasks and responsibilities, the M&E Adviser will undertake any other relevant tasks assigned by the Head of Fundraising & Communications.
Education/ Qualification
Education: Master degree in a relevant subject.
Experience: At least 5 years of experience in Monitoring, Evaluation.

· Communication and facilitation skills
· Computer skills in MS Word, Excel and PowerPoint
· Ability to work both independently and also as part of a team
· Willingness to live, travel and work under challenging conditions
· Cultural sensitivity and adaptability
· Experience from and knowledge about Islamic culture in general and Afghanistan in particular is an advantage.
Languages: Oral and written fluency in English, Pashto/Dari

In addition to the monthly salary, the following package is also provided:
· A return air ticket between employee home address and Kabul at the beginning and end of the assignment.
· R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan.
· Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1000/- (One Thousand US dollars only).
· Annual Leave: 25 paid working days per year (2.08 days per month).
· Public holidays: 10 days per year.

· Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guards coverage 24/7, no housekeeping services provided.
· Excess baggage allowance: cost of maximum 20 kgs upon arrival and departure (provided based on receipts).
