(AFG-KABUL) Aviation Safety Manager
Job Summary
The Aviation Safety Manager is responsible for all matters relating to aviation/ground safety and environmental compliance issues.
Principal Accountabilities
- Facilitate the identification of safety and environmental risks and promote the reduction or elimination of potential accidents, occupational injuries, illnesses, deaths, and safety related financial losses.
- Write, consolidate, follow up, ensure accuracy and forward Consolidated Incident Reports.
- Plan, implement and coordinate safety and environmental programs in accordance with all required local and US regulations, procedures and policies.
- Coordinate safety activities of operational areas with the Country Program Manager to ensure the implementation and compliance of safety activities throughout the organization.
- Compile, analyze and interpret statistical data related to organizational accidents and injuries.
- Maintains liaison with outside agencies to include Department of State, U.S. Embassy and other agencies of foreign government personnel, as necessary.
- Plans, implements and manages procedures to ensure complete adherence to sound ground and aviator practices throughout assign area.
- Conduct investigations of property damage and manage the personnel injury reduction program.
- Maintain a safety awards program that recognizes individuals that have made significant contributions to the overall safety program.
- Conduct required safety related training, throughout the organization, to include, Hazards Communication, initial safety orientations and recurring aviation/ground safety refresher training.
- Effectively utilizes safety personnel to further implement sound safety practices in all assigned locations.
- Maintain property accountability of all equipment that is assigned to the department. The responsibility level includes accountability of sensitive items, oversight, direction, communication, 100% accountability of property assigned, and provides training to all subordinates.
- Act as the Primary Risk Manager for the Program. The responsibility level includes accountability of sensitive items, oversight, direction, communication, 100¬countability of property assigned, and provides training to all his subordinates. Perform others duties as required.
- Manage daily activities of the organizational staff members to ensure effective efficiencies in compliance with corporate, contractual and legal requirements.
- On call after normal duty hours and during the seventh non-work days as needed.
- Develop staff and determines best methods of performance enhancement.
- Determine standardized procedures and work schedules to improve efficiency of subordinates.
- Perform other duties as assigned.
Knowledge & Skills
- Expert knowledge in the technical field of aviation safety and accident prevention and experience in use of DOD, FAA, NTSB, or ICAO documentation is required.
- Knowledge of DOD Air Mobile and Air Assault operations is preferred.
- Proficient in Microsoft Office Suite.
- Knowledge of OSHA and Environmental regulations is required.
- Knowledge of how to acquire Material Safety Data Sheets (MSDS) and understand regulatory requirements is required.
- Fluency of language for assigned location.
- Currently possess or have the ability to obtain a U.S. Passport before assignment if U.S. citizen.
- Possess or have the Ability to obtain and maintain a Moderate Risk Public Trust (MRPT) through Department of State Background Investigation or full Background Investigation through host nation US Embassy if TCN/FN; a condition of continued employment. A current MRPT is desired.
Experience & Education
- Seven (7) or more years of previous management experience; three (3) years of experience in aviation safety, and two (2) years of experience in environmental or ground safety.
- Prior experience in accident investigation and/or training and safety management of a mixed (fixed and rotary wing) aircraft fleet.
- Bachelor’s degree or equivalent.
- Completion of a US military, FAA, NTSB or accredited university aircraft accident investigation course.
- Formal training in OSHA, EPA, and hazardous material/waste storage, handling and disposal procedures required before or subsequent to assignment.
Physical Requirements/Working Environment
- Must be able to walk, stand, and sit for extended periods.
- Must be able to climb stairs.
- Must be able to type using a standard keyboard to communicate through e-mail and various software applications.
- Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
- Must be able to communicate by voice and ear over telephone.
- Must be able to distinguish color and judge three-dimensional depths.
- May be required to lift objects up to 50 pounds, to height of 4 feet
- May be required to see aircraft in flight, read dials/gauges, identify small objects and hand tools.
- May be required to respond to a wide variety of operational circumstances including extreme weather conditions and rudimentary infrastructure
- May be exposed to extreme noise from turbine and jet engine aircraft
- May be exposed to fumes, airborne particles, chemical mist, gas, vapors, ultraviolet and infrared radiations.
- May be exposed to electrical shock hazards or work near moving mechanical parts, vehicles or aircraft.
Travel
- Travel to and between CONUS and OCONUS locations in austere environments as requested is required.
