Responsibilities:


PAE is currently seeking a qualified candidate to serve as Subcontracts Program Manager (SPM) on PAE’s contract with the U.S. Department of State (DoS) to provide security services to the three PAE held Afghan task orders currently under the Civilian Police Program (CIVPOL). The DoS Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for provision of a wide array of support to criminal justice sector development programs worldwide. Program countries include but are not limited to Afghanistan, Haiti, Iraq, Kosovo, Lebanon, Liberia, Mexico (and other Central American countries) South Sudan, and the West Bank. PAE’s CIVPOL and CJPS contracts serve as a key vehicle for supporting the US government objective of strengthening criminal justice capacities abroad, as contributions to broader multi-lateral missions and as stand-alone U.S. bi-lateral assistance. Along with being a Security Program team member the Subcontracts Program Manager (SPM) also provides direct feedback and support to the PAE Procurement team and Quality team. The SPM is a PAE in-country lead and has responsibility to supervise PAE’s subcontractor performance for our Security program in Afghanistan. Together with the Dubai or WDC based Subcontracts Administrators the SPM will monitor the performance of the subcontracts and ensure compliance with all Statement of Work and FAR requirements. The SPM will be the main point of contact with Afghanistan based subcontractors as they perform providing feedback to the Subcontract Administrator for the contract. The SPM will be responsible for the technical, cost, and schedule performance and day-to-day performance of the subcontractor. Subcontracts Program Manager Responsibilities: – All responsibilities are carried out in coordination with the Security Operational Functional Managers and the Procurement Subcontract Administrators. – Be a part of the negotiation team supporting the SCA in negotiation with suppliers. – Assist responsible Security Manager in defining technical terms, certifying work product, technical evaluation of proposals, and clarification of technical requirements to subcontractor. – Statement of Work Development and help to define Subcontract Terms. – Identify potential subcontract sources to help conduct proposal preparation – Provide support to the Subcontracts Administrator who is tasked with primary responsibility in the issuance of RFI/RFQ/RFP, award of contract to subcontract, and formal direction to subcontractor – Work with Security Manager to ensure resolution and closure of all subcontractor issues – Brief Senior Management as required. – Attend cadence reviews with suppliers and/or upper management. – Make supplier visits as required to insure support of program and customer requirements and schedules. – Serve as a primary contact for subcontractors. – Have full knowledge over the program’s subcontract portfolio. – Work with Contracts management representative regarding subcontract legal requirements, customer specifications and government regulations. – Search out and investigates qualified suppliers and manufacturers. – Act independently to determine methods and procedures on new or special assignments. – Possess broad expertise or unique knowledge and has the ability to use skills to contribute to development of company objectives and principles and to achieve goals in creative and effective ways. – Create formal networks involving coordination among vendors. – May provide work leadership for lower level employees. – Other duties as assigned


Qualifications:


Requirements: – Bachelor’s degree in appropriate discipline, or seven years of related experience. – Previous experience in subcontract program management – Demonstrated ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness – Ability to exercise independent judgment in methods, techniques and evaluation criteria for obtaining results. Strong commercial skills and aggressive style. – Demonstrated capacity to develop advanced concepts, techniques and standards – Experience developing new applications based on professional principles and theories as well as developing new supply sources where needed – Excellent written and verbal communication and interpersonal skills. – Able to live and work in austere environments and under very little supervision – Ability to be medically cleared to serve on contract – Ability to obtain a Moderate Risk Public Trust or Secret Clearance. – Must be a US citizen. Duties:


The Monitoring and Evaluation Advisor (M&E Advisor) shall:


  • Coordinate with all team members to get information from them on their weekly activities;

  • Produce weekly Kabul-based reports and weekly regional reports;

  • Write work plan elements from Kabul;

  • Write newsletter-type updates for release to the interagency community;

  • Work with team management to track projects and deadlines;

  • Write a bi-weekly reporting cable on a completed project for submission to the U.S. Embassy;

  • Develop monitoring and evaluation plans for all JSSP training and mentoring activities;

  • Coordinate with each JSSP Section or Team to maintain record keeping on all statistics related to JSSP activities and develop and write reports;

  • Provide these reports regularly to INL/Kabul and INL/Washington; – assist in the development, revision if necessary, and monitoring of the JSSP work plan;

  • Assist in ensuring that JSSP activities are in line with goals outlined in the work plan as JSSP progress will be measured against its stated objectives and benchmarks;

  • Advise the COT with regard to the tracking of JSSP activities according to measurements in the Work Plan through quarterly reports;

  • Assist in improving the quality of JSSP products, performance, and efficiency;

  • Assist JSSP team members in revision of GIRoA Ministry strategies as required;

  • File reports for team activities and accomplishments on a weekly, quarterly and annual basis, or as otherwise assigned by the COT;

  • Assist in writing the work plans and statements of work for JSSP Sections, Advisors and Afghan Legal Consultants.

    Qualifications:

  • PhD preferred – With Master’s degree, 5–8 years related experience, including a minimum of 5 years technical project management or program development experience or with PhD, 3–5 years related experience (as above);

  • Capacity to work in difficult conditions and function well under pressure;

  • Excellent analytical skills and aptitude for details;

  • Ability to organize, coach and mentor M&E and Technical teams to build their capacity in qualitative and quantitative approaches;

  • Ability to give solution oriented advice and assistance to staff, clients and stakeholders;

  • Ability to allocate and review priorities and meet deadlines;

  • Must be a US citizen;

PAE seeks a Special Advisor of Training Programs to advise and mentor CPD Assistant Director for Cultural Development and Training. The successful candidate should work as a partner with CPD staff to foster an environment and build administrative capacity for a realistically sustainable training system. Education and/or Experience:

• Should have a minimum of 10 years’ experience in corrections.

• PAE may nominate CSSP Advisors who do not meet these qualifications provided that s/he has been with the program for at least one year and has at least (3) three years of prior supervisory experience in corrections (lieutenant, captain, major) for Senior Advisor position. INL/Kabul and INL/AP must approve these nominations.

• Experienced management skills, with qualifications in; file management, transportation, industries, and executive leadership programs. Plans, guides, and implements organizational assessment processes, assesses work plans in assigned areas.

Responsibilities:


  • Advise and mentor GDPDC records and classification components. – Mentor should work as a partner with Court Communications Director to foster an environment and build administrative capacity for sustainable scientifically objective prisoner classification and record-keeping system. – Mentor GDPDC senior leadership to improve core functional capacity of the Afghan Prison System and regularly report on progress. – Establishment of mentoring targets and monitoring achievement of results. – Provide advice on strategies, policies and plans affecting project operations, delivery of training, mentoring and advisory services. – Focus on compliance of operations with SOW, regulations and policies and implementation of US Embassy Kabul INL Section operational strategies. – Establish collaborative arrangements and appropriate operational partnerships with Afghan and other international organizations. – The objective of the advisor is to assist GDPDC in understanding the need for, and creating realistically sustainable infrastructure to maintain prisoner and inmate records and to consistently and accurately and objectively classify prisoners according to their individual risks and needs. – Additionally, this advisor should recognize and encourage the integral relationship classification and records have with promoting alternatives to incarceration, such as early release, drug treatment, community corrections, and other programs. – Mentor should assist in encouraging the GDPDC to implement existing provisions for early release based on age and sentence, as well as maximizing the effectiveness of presidential pardons. Additionally, mentor should work with the GDPDC to develop plans and procedures for alternatives to incarceration. – Mentor should also assist in developing a succession plan and encourage interest in future generations of record and classification leadership.

Qualifications:


Education and /or experience – Minimum (3) three years as Associate/Deputy Warden (or equivalent) – Minimum (2) two years of corrections experience at the executive level, with central office, regional or state-level oversight over multiple correctional institutions and operations – Minimum (12) twelve years’ experience in corrections, at least two of which in records and classification capacity – A bachelor’s degree plus some demonstration of continuing education in prisoner classification and/or record-keeping systems Knowledge, Skills and Abilities – Experienced management skills, with qualifications in: File management, transportations, industries, and executive leadership programs. Responsibilities:


Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy in Kabul, Afghanistan. Periodic travel with extended overnight stays may be required while working on projects at other locations in Afghanistan. Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time. The Inventory/Warehouse Assistant Manager will: – Person will assist the Inventory/Warehouse Manager with following duties and responsibilities. – Performs a wide variety of supply functions: Ordering, receiving, inventory control and stocking shelves, stores and issues equipment, materials, supplies, merchandise, tools and compiles stock records of items in the stockroom, warehouse or storage yard. – Counts, sorts or weighs incoming articles to verify receipt of items on requisition or invoice. Examines stock to verify conformance to specifications. – Prepares periodic, special or perpetual inventory of stock. – Compiles reports on use of stock handling equipment, adjustment to inventory counts and stock records, spoilage or damage to stock, location changes. – Marks identifying codes, figures or letters on articles. – Recording and maintaining control of all inventory items purchased and produced. – Review all incoming and outgoing receipts to ensure compliance with established processes and procedures. – Inputs and transfers parts to multiple locations using Dynamics and Maximo. – May assist with packing shipments for field technician orders. – Assist with stock put-away – Identification of parts or stock distribution to technical departments. – During the Inventory/Warehouse Manager’s absences from post will perform as the Acting Manager. – Performs other related duties as assigned.


Qualifications:


– – Inventory training or technical certification is a plus. – 3 to 5 years’ experience in inventory, distribution and operational procedures. – Product receiving experience a plus. – Ability to multitask and work independently with precise detail and follow up reporting. – Demonstrated leadership and people skills. – Solid understanding of distribution environments. – Proficient in Microsoft Office, especially Excel. – Dynamic and Maximo experience a plus.   • The Civil Engineer for Sanitation and Structural Planning and Design will report to the Architect.

    Qualifications:

    REQUIRED:




  • Citizenship:US Citizenship is required



  • Education: Bachelor’s Degree in Human Resources, Organizational Development, Education, or other related discipline or equivalent experience/combined education, with professional experience

  • Experience:

  • 5+ or more years of experience in an HR Department, performing three (3) or more HR functional processes: employee relations, recruiting and staffing, EEOC and compliance, benefits, compensation, and training and employee development

  • 2+ years or more of experience in an international environment

  • 2+ years or more of experience supervising HR staff personnel

  • Security Vetting: Ability to obtain an MRPT (moderate risk public trust) and maintain throughout the duration of the contract

  • Medical:Favorable passage of a drug screen and physical examination

  • Language Skills:Expert professional, oral and written English communication skills, to present, facilitate and disseminate information.

PAE is currently seeking an Inventory/Warehouse Assistant Manager to support the US Embassy in Kabul, Afghanistan.


Responsibilities:


Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy in Kabul, Afghanistan. Periodic travel with extended overnight stays may be required while working on projects at other locations in Afghanistan. Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time. The Inventory/Warehouse Assistant Manager will: – Person will assist the Inventory/Warehouse Manager with following duties and responsibilities. – Performs a wide variety of supply functions: Ordering, receiving, inventory control and stocking shelves, stores and issues equipment, materials, supplies, merchandise, tools and compiles stock records of items in the stockroom, warehouse or storage yard. – Counts, sorts or weighs incoming articles to verify receipt of items on requisition or invoice. Examines stock to verify conformance to specifications. – Prepares periodic, special or perpetual inventory of stock. – Compiles reports on use of stock handling equipment, adjustment to inventory counts and stock records, spoilage or damage to stock, location changes. – Marks identifying codes, figures or letters on articles. – Recording and maintaining control of all inventory items purchased and produced. – Review all incoming and outgoing receipts to ensure compliance with established processes and procedures. – Inputs and transfers parts to multiple locations using Dynamics and Maximo. – May assist with packing shipments for field technician orders. – Assist with stock put-away – Identification of parts or stock distribution to technical departments. – During the Inventory/Warehouse Manager’s absences from post will perform as the Acting Manager. – Performs other related duties as assigned.


Qualifications:


– – Inventory training or technical certification is a plus. – 3 to 5 years’ experience in inventory, distribution and operational procedures. – Product receiving experience a plus. – Ability to multitask and work independently with precise detail and follow up reporting. – Demonstrated leadership and people skills. – Solid understanding of distribution environments. – Proficient in Microsoft Office, especially Excel. – Dynamic and Maximo experience a plus. Education: – Bachelor’s degree preferred. – Inventory training or technical certification is a plus. Language Requirement: – Must be fluent in speaking, reading and writing English. – Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management and the client. Civil Engineer


Responsibilities:


  • The Civil Engineer for Sanitation and Structural Planning and Design will report to the Architect.

  • The engineer will assess, design and inspect engineering systems in correctional facilities, promote professional engineering education and ensuring code compliance for sustainability of engineering services.

  • Ability to relate to professionals from other cultures, to mentor and to develop training materials for Afghanistan’s Ministry of the Interior Central Prison Directorate is a key part of this position.

  • The Civil Engineer will provide civil engineering expertise and technical support for the CPD, provide drawings, specifications and estimates for bidding and construction, and assist in the establishment of accurate Bills of Quantity and cost estimates for all civil engineering works.

  • He/she will provide on-site monitoring of construction and rehabilitation activities to ensure the on-going work conforms to approved designs, drawings, and the scope of work.

  • He/she will perform, demonstrate and report continuous adequate safety measures applicable while construction works progresses.

  • He/she will perform other duties as assigned include manages the team for shot periods when the Team Lead is not present.

Qualifications:


Education and/or Experience


  • The location for this position is in Arlington, VA.

  • An engineering degree (mins. 4 year) from an accredited University and a governmental sanctioned license to practice is essential. Note: Licenses from non-US jurisdictions need supporting documentation to show equivalent requirements to US standards; or equivalent to a minimum of 6 years’ experience in design engineering for large scale projects (in excess of 1000 users).

  • A working knowledge and experience in planning and designing for sanitation and structural design applications.


  • Actual civil engineering working projects showing innovation, sustainability, and ease in maintenance should be listed with appropriate reference.

    Knowledge, Skills and Abilities




  • Ability to relate to professionals from other cultures, to mentor and to develop training materials for Afghanistan’s Ministry of Interior correctional staffs to ensure sustainable oversight and operation Prior oversees experience in a conflict zone is preferred.
