Research Analyst - U.S. Federal Government - Washington, DC

This position is located in the International Broadcasting Bureau (IBB), Office of Research and Assessment. The incumbent is responsible for designing, executing, supervising, and reporting on research projects to determine audience size, and media habits in global areas of responsibility. Incumbent develops work products that are essential management tools that forms the basis for determining future staffing and resource levels for language services throughout the agency.

This vacancy is being advertised under delegated examining procedures and is open to all U.S. citizens. This vacancy is being concurrently advertised under merit promotion procedures for status applicants under announcement M/P-16-114.


Duties


Incumbent works independently in designing research projects, managing contractors who are performing the work, analyzing research data from a wide variety of sources, preparing in-depth research reports on VOA audiences via oral presentations of research results to in-house clients, and on occasion at public briefings.

In consultation with the IBB and VOA Research Directors and other colleagues, the incumbent prepares and oversees research projects designed to elicit information on the size and composition of VOA audiences, the nature of media markets around the world, and the media habits of foreign audiences.

Prepares management tools and reports based on analysis of research data and oversees preparation of such reports by contractors.

Analyzes and interprets findings of quantitative and qualitative research for language services and other in-house clients via oral and written presentations.

Develops broader analyses of research data from multiple countries and regions to inform long range strategic planning regarding programming, delivery systems, marketing, and scheduling.

Works primarily on one of the following regions: Former Soviet Union/Balkans, OR South/Central Asia (Afghanistan/Pakistan/Bangladesh, Iran) depending on the specific regional expertise of the incumbent.

As the needs of the office dictate, the incumbent may be called on to perform work in other geographic areas.

Qualifications


Basic Qualifications : Applicants must have a minimum of one year of specialized experience equivalent to the next lower grade level which is directly related to this line of work.

Specialized Experience : is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

GS-12: Examples of specialized experience at this level includes, a knowledge of quantitative and qualitative research principles and methodology in order to successfully design and evaluate the findings of research projects; knowledge of project management principles, methods, and practices in order to design, manage, execute and report on research projects; ability to create easily understandable graphs and other data visualizations.

GS-13: In addition to the experience listed for the GS-12, in-depth knowledge of quantitative and qualitative research principles and methodology in order to design, evaluate, oversee, and interpret the findings of research projects; extensive professional knowledge in working with the following quantitative research skills, this includes, knowledge of basic social statistics, survey design practices, fieldwork methods, sampling techniques and methods of survey data analysis; in-depth knowledge of project management principles, methods, and practices in order to manage projects, to lead a team of contractors, and to ensure the best output and quality of the work produced by the contracting team.
