This position is located in Kabul and is contingent upon position availability.
Duties:
The Deputy Chief of Team – Logistics ensures all requirements of the Logistics Team, including life support and contractual matters and full logistic and administrative support is provided to the Advisors team. Ensures timely procurement and delivery of all required equipment and supplies. The DCOT-L oversees all personnel under the Logistics Team, including Program Support, Procurement Support, Transportation Support and Regional Support Units and will supervise/manage the Unit Chiefs in charge of Security, Communications/IT, Transportation, Procurement, Program Support and Regional Support
The DCOT-L will liaise with appropriate/designated government contracting officers as needed to ensure ICOR/COR are properly informed on all proposal, procurement, funding, security and inventory matters. Responsible for periodic assessment of program logistical needs and identifies, reports and implements opportunities to improve/streamline logistic support. The DCOT-L, in coordination with the Chief of Team, provides proposals to the INL as needed for potential additional support as well as assisting the COT on budget development/revisions. Coordinates with all Unit Chiefs on communication, security, transportation, program support and regional support issues. Responsible for identifying and overseeing implementation of tracking and analysis tools (PAE’s MS Dynamics™ SL management information system) needed (in conjunction with the COT and other Managers) to support decision-making, reporting, management review, and contractual compliance. Ensures all unit tracking mechanisms are fully implemented and properly maintained. Responsible for preparation and submittal of logistical reports to the COT, and ensures that contract approval requirements are met. Prepares the justifications supporting those actions, in coordination with project leadership, as needed.
Acts as liaison between the Chief of Team or Deputy, and PAE WDC PMO, partners and client on contractual/budget issues, questions, formats and work with financial personnel to produce necessary documentation. Required to monitor budget analyses/reports and project cost reports/invoices against contract requirements. Responsible for monitoring and reporting progress-to-budget and general cost reasonability and alerts management to necessary contractual or management actions based on that review. Liaises with and provides direction and contracting documents to all sub-contractors and alerts management team to necessary contractual or management issues, recommends actions and implements decisions.
Assists in identification and recruitment of consultants and subcontractors and initiates appropriate contractual mechanisms to obtain services. Coordinates the logistical support necessary to deploy and mobilize field-based project staff and provides oversight of field operations on issues of logistics and contractual compliance. The DCOT-L will exhibit flexibility and have the ability to handle multiple tasks and work collaboratively with others. Must have experience with operating in compliance with Federal Acquisition Regulations (FAR) and US Government contracting procedures.
