Construction Manager
Essential Job Duties:
Mentor, train and supervise local national engineers to:
Oversee and monitor construction of correctional facilities, jails, and criminal justice complexes and associated infrastructure.
Review project construction documents and specifications.
Identify bid items and prepare quantity takeoff for estimates from plans using computerized and manual methods.
Supervise the preparation of reports by empowering local engineers in collecting, analyzing, and summarizing information and trends.
Review and manage construction reports and work plans, statements of work, safety/quality control plans, and all related documentation.
Monitor local national engineers in their review of project change orders and their responsible project team assignments.
Manage the document control submittal process, provide onsite quality control, and monitor safety programs with performance criteria set by the team.
Performs management reviews to ensure PAE/INL programs and/or policies are in place and followed throughout the project’s period of performance.
Review deliverables for compliance; both from subcontractors and the IPMT Statements of Work issued by the INL.
Design, schedule, coordinate, and communicate with applicable PAE/INL management concerning aspects of each project and provide status reports to management personnel – Coordinate the monitoring of PAE/INL construction infrastructure projects.
Accurately develop building estimates.
Review and evaluate Technical Proposals, invoices, and schedules from construction subcontractors.
Identify and propose solutions to prison infrastructure problems with economical, workable, reliable, sustainable ideas
Qualifications: Education and/or Experience
Minimum of 8 years of progressive experience in positions that manage construction, conduct construction quality control and report with performance review construction assurance.
Experience doing similar work in a conflict zone.
Knowledge, Skills and Abilities
Willingness to travel in Afghanistan.
Ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
Able to understand and interpret construction / engineering drawings and specifications, to ensure all construction meets contracted design and specifications.
Skilled with programs of Microsoft Office, Microsoft Project, Word, Excel, Outlook and PowerPoint.
Must be a US Citizen.
