Living conditions on the project are most likely austere. The most austere sleeping may be in environmentally conditioned tents on “Army type” cots. Restrooms and showers may be 250 feet or further from sleeping quarters. Laundry service for 15 pounds twice per week is commonly provided. Meals are provided at regular intervals in cafeteria or “dining facility” style environment. Living area will most likely have constant hum of generators or similar equipment nearby.


Basic Job Requirements A minimum of 42 months verifiable, directly related work experience, is required. High school diploma / GED equivalent is preferred. Technical training in HVAC/Refrigeration is preferred.


Required Licensing/Certification: EPA 608 Type I and Type II certification required as a minimum, EPA Universal is preferred. Valid license is preferred.


Preferred Qualifications Prior Military and/or Contingency Operations experience preferred.

Job Description Performs plumbing work as assigned. Assembles, installs, and repairs pipes, fittings, and fixtures of heating, water, and drainage systems, according to


specifications and plumbing codes. Studies building plans and working drawings to determine work aids required and sequence of installations. Inspects structure to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of pipe. Locates and marks position of pipe and pipe connections and passage holes for pipes in walls and floors, using ruler, spirit level, and plumb bob. Cuts openings in walls and floors to accommodate pipe and pipe fittings, using hand tools and power tools. Cuts and threads pipe, using pipe cutters, cutting torch, and pipe-threading machine. Bends pipe to required angle by use of pipe-bending machine or by placing pipe over block and bending it by hand. Assembles and installs valves, pipe fittings, and pipes composed of metals, such as iron, steel, brass, and lead, and nonmetals, such as glass, vitrified clay, and plastic, using hand tools and power tools. Joins pipes by use of screws, bolts, fittings, solder, plastic solvent, and calks joints. Fills pipe system with water or air and reads pressure gauges to determine whether system is leading. Repairs and maintains plumbing, by replacing washers in leaky faucets, mending burst pipes, and opening clogged drains. Follows safe work practices and maintains a clean, safe work area at all times.


Under general supervision, ensures the proper layout of plumbing systems, fixtures, water supply networks, and waste and drainage systems. Assists and works in cooperation with other trades subcontractors, and laborers to ensure that all specifications, code compliance and safety policies are met in the execution of any task. Installs, repairs, and maintains pipe systems, sinks, toilets, and water treatment equipment.


Plumber to be considered must have a minimum of 5 years experience with installing/servicing. Municipal type water systems. The Plumber Journeyman must have the specialized skills set of installing/maintaining fire hydrants, large wedge valves – valve boxes, water/sewer service connections, deep excavations, mainline chlorination’s – Hydrostatic Testing, comfortable working within heavy traffic area – following Strict Safety Plan and Installing waterlines with C900 – Ductile Iron – MJ type fitting – Gland Restraints systems.

Program Manager - MacAulay-Brown, Inc. - Fort Belvoir, VA





MacAulay-Brown is seeking a Program Manager for a 20 person contractor support team for the US Army Rapid Equipping Force. The PM will be based in the Customer’s space on Ft Belvoir, but half of the Contract support team will be offsite at Commonwealth Technology, Inc’s office in the Kingstowne area of Alexandria. The Team provides expedited technical solutions to meet operational requirements, inserting emerging technology into the operational environment and validating concepts to speed capabilities to the warfighter. The program equips specific units with advanced or emerging technology and conducts assessments in a combat environment within 6-9 months of project start to assess the technology used in the proposed solution and begin a true specification development process.

The PM’s role is to manage the team’s work to achieve performance, schedule and cost goals; produce a monthly status report and other contract reports; provide close liaison with the customer staff, particularly the Contracting Officer’s Representative, Technical Point of Contact and/or the Requiring Activity POC, Alternate Contracting Officers Representative, and Contracting Officer; recommend team members for hire; and lead the transition into the program support role as well as out of the role at the end of the contract. The PM is responsible to both the Government and to MacAulay-Brown for overall contract performance.


This position requires travel CONUS and OCONUS, including Kabul, Afghanistan and Honolulu, HI.


Requires TS clearance with access eligibility to SCI material (last re-investigation within 4.5 years, and either current access to SCI or previous access to SCI material within the last 18 months).


Requirements:
Must have an MS Degree and 12 years of program management experience.

Must be willing to travel OCONUS and within CONUS, including Kabul, Afghanistan, Denevr CO, Fort Huachuca, AZ, Aberdeen Proving Grounds, MD and Honolulu, HI.

Must be able to drive and rent vehicles, and drive his or her own vehicle between Ft Belvoir, CTI in the Kingstowne area of Alexandria, and the MacAulay-Brown offices in Vienna/Tysons Corner.

Must have strong writing and oral communication skills.

Experience as an Army Officer or Non-Commissioned Officer strongly recommended.

MacAulay-Brown is seeking a Program Manager for a 20 person contractor support team for the US Army Rapid Equipping Force. The PM will be based in the Customer’s space on Ft Belvoir, but half of the Contract support team will be offsite at Commonwealth Technology, Inc’s office in the Kingstowne area of Alexandria. The Team provides expedited technical solutions to meet operational requirements, inserting emerging technology into the operational environment and validating concepts to speed capabilities to the warfighter. Job Description Performs plumbing work as assigned. Assembles, installs, and repairs pipes, fittings, and fixtures of heating, water, and drainage systems, according to


specifications and plumbing codes. Studies building plans and working drawings to determine work aids required and sequence of installations. Inspects structure to ascertain obstructions to be avoided to prevent weakening of structure resulting from installation of pipe. Locates and marks position of pipe and pipe connections and passage holes for pipes in walls and floors, using ruler, spirit level, and plumb bob. Cuts openings in walls and floors to accommodate pipe and pipe fittings, using hand tools and power tools. Cuts and threads pipe, using pipe cutters, cutting torch, and pipe-threading machine. Bends pipe to required angle by use of pipe-bending machine or by placing pipe over block and bending it by hand. Assembles and installs valves, pipe fittings, and pipes composed of metals, such as iron, steel, brass, and lead, and nonmetals, such as glass, vitrified clay, and plastic, using hand tools and power tools. Joins pipes by use of screws, bolts, fittings, solder, plastic solvent, and calks joints. Fills pipe system with water or air and reads pressure gauges to determine whether system is leading. Program Manager - MacAulay-Brown, Inc. - Fort Belvoir, VA





MacAulay-Brown is seeking a Program Manager for a 20 person contractor support team for the US Army Rapid Equipping Force. The PM will be based in the Customer’s space on Ft Belvoir, but half of the Contract support team will be offsite at Commonwealth Technology, Inc’s office in the Kingstowne area of Alexandria. The Team provides expedited technical solutions to meet operational requirements, inserting emerging technology into the operational environment and validating concepts to speed capabilities to the warfighter. The program equips specific units with advanced or emerging technology and conducts assessments in a combat environment within 6-9 months of project start to assess the technology used in the proposed solution and begin a true specification development process.

The PM’s role is to manage the team’s work to achieve performance, schedule and cost goals; produce a monthly status report and other contract reports; provide close liaison with the customer staff, particularly the Contracting Officer’s Representative, Technical Point of Contact and/or the Requiring Activity POC, Alternate Contracting Officers Representative, and Contracting Officer; recommend team members for hire; and lead the transition into the program support role as well as out of the role at the end of the contract. The PM is responsible to both the Government and to MacAulay-Brown for overall contract performance.


This position requires travel CONUS and OCONUS, including Kabul, Afghanistan and Honolulu, HI.


Requires TS clearance with access eligibility to SCI material (last re-investigation within 4.5 years, and either current access to SCI or previous access to SCI material within the last 18 months).


Requirements:
Must have an MS Degree and 12 years of program management experience.

Must be willing to travel OCONUS and within CONUS, including Kabul, Afghanistan, Denevr CO, Fort Huachuca, AZ, Aberdeen Proving Grounds, MD and Honolulu, HI.

Must be able to drive and rent vehicles, and drive his or her own vehicle between Ft Belvoir, CTI in the Kingstowne area of Alexandria, and the MacAulay-Brown offices in Vienna/Tysons Corner.

Must have strong writing and oral communication skills.

Experience as an Army Officer or Non-Commissioned Officer strongly recommended.

Meals are provided at regular intervals in cafeteria or “dining facility” style environment. Living area will most likely have constant hum of generators or similar equipment nearby.


Basic Job Requirements Three (3) years directly related experience required. High school diploma or GED equivalent is preferred. Tech school or manufacturer’s training certification in applicable areas preferred.


Other Job Requirements Requires discretion and independence. Highly knowledgeable in appliance / equipment functionality and problem diagnostics. Afghanistan: Consultant – Management Evaluation


Integrity Watch’s Board would like, as a normal procedure, to conduct annual evaluation of Integrity Watch’s top management. The objective is to understand, in an independent manner, what are the achievements and challenges faced by the management.
The objective:
This evaluation is a normal procedure to understand:


· How Integrity Watch’s top management is performing,


· How it is perceived by the staff, by the donors and the close partners.


· What are the internal dynamics linking the staff to the top management.


· Assess the check and balances of Integrity Watch’s governance structure.


· Understand the current working dynamics structuring the staff relation to the top management.


· Ensure that Integrity Watch’s top management is supporting the development of a functioning, effective, dynamic, innovative, pleasant and attractive working environment for the staff, where the principles it stands for are being applied also internally.


The elements to be quantified and measured:


· Managerial performance: in terms of effectiveness, accountability, and human resources management. The consultant will be expected to propose a neutral evaluation/performance framework before the evaluation.


· Identify within Integrity Watch’s governance structure the checks and balances in the power distribution and the risk/advantages involved.


Minimum Necessary Activities and Approach:


· Interview of staff (at least 30 persons including top managers, middle managers, support and least qualified staff in Kabul and in the provinces). The interviews should also include staff that has left Integrity Watch and who had more than two years working history with the organization.


· Interviews with Integrity Watch’s executive director to clarify the objectives of the evaluation, gather his own perspectives and to elaborate on the findings. The evaluator’s report should reflect different visions if they are between the Executive Director and the evaluator on the findings.


· Analyse Staff background equilibrium (among others: gender, ethnic, religious and linguistic background).


· Conduct an anonymous survey on Integrity Watch’s working environment.

Deliverables:

QUALIFICATIONS REQUIRED


Education:


· Master degree in the area of organizational management or a similar qualification, fitting the terms of reference.


Experience, Knowledge, skills and abilities


· Proven experience with institutional management evaluations


· A good knowledge of Afghan context and working environment


· Conducted such evaluations in the past or have conducted structure audits, organizational management evaluation


· Ready to travel to Kabul and at least one province to conduct interviews with the staff, donors and Government officials (main partners only). o


BACKGROUND


Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan. The mission of Integrity Watch is to put corruption under the spotlight through community monitoring, research, and advocacy. We mobilize and train communities to monitor infrastructure projects, public services, courts, and extractives industries. We develop community monitoring tools, provide policy-oriented research, facilitate policy dialogue, and advocate for integrity, transparency, and accountability in Afghanistan.


Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. It has approximately 50 staff members and 1400 volunteers. The head office of Integrity Watch is in Kabul with provincial programmatic outreach in Badakhshan, Balkh, Bamyan, Ghor, Herat, Kabul, Kapisa, Logar, Nangarhar, Parwan, Panjshir, Samangan, and Wardak.


Integrity Watch’s work has three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Integrity Watch tries to encourage active citizenship and community mobilization through its programs. Our community monitoring work includes development of community monitoring tools, mobilizing and training communities to monitor infrastructure projects, public services, courts, and extractives industries.


Our research work is focused on policy-oriented research measuring trends, perceptions and experiences of corruption and covering wide range of corruption related issues including security and justice sectors, extractive industries, budget and public finance management, and aid effectiveness. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, bring to the public attention non-documented and non-explored issues.


The aim of our advocacy work is to enhance Integrity Watch’s pioneering role in advocating for knowledgeable decision-making and informed public debate on corruption and integrity. Our advocacy work includes facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We advocate for access to information; budget transparency, accountability, and participation; aid transparency and effectiveness; social accountability; and other issues related to anti-corruption.
