Job Overview

Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.


The 401st Army Field Support Brigade (AFSB) headquarters is located at Camp Arifjan, Kuwait, where it leverages the full might of the Army Materiel Enterprise at the tip of the spear in support of operations in Southwest Asia.


The 401st AFSB provides its headquarters, the Army Sustainment Command (ASC), and the materiel enterprise partners a forward presence and executes critical programs and missions in support of OFS (Operation Freedom Sentinel).


About the Position:


These positions will be filled on a temporary basis not to exceed 13 months with the possibility of extensions.

Duties

As a Quality Assurance Specialist, you will be responsible for the following:


  • Provide dedicated Quality Assurance and Continuously Process Improvement actions

  • Execute the Quality Assurance Surveillance Program (QASP)

  • Perform technical reviews for proposal, modifications, and clarification of specific contractual issues

  • Direct Government oversight of the Contractor Quality Section

  • Contracting Officer Representative (COR) oversight, compliance and training

Travel Required

  • 25% or Greater

  • Business travel up to 50% of the time.

Qualifications

Experience required:


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.


To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: applying the full range of quality assurance principles, concepts, methods, practices and techniques to vehicle systems; coordinating, managing and/or directing various quality assurance activities to ensure program objectives are met; defining and analyzing complex problems and providing resolution.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:


  • Knowledge of Quality Assurance Programming

  • Knowledge of Quality Assurance Policies and Procedures

  • Skill in Advisory Services

  • Skill in Analyzing

  • Skill in Problem Resolution

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must already possess or be able to meet position requirements for certification at Level II in Acquisition Career Field Life Cycle Logistics within 24 months of entrance on duty.

  • Initial appointment is 13 months with the possibility of extensions.

  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

  • Locality pay does not apply in the overseas area.

  • In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.

  • Multiple positions may be filled from this announcement.

  • Government housing is provided.

  • Temporary storage of household goods costs will be paid for 1 year assignments

  • Statutory return rights are granted for Department of Defense (DOD) civilian employees.

  • Locality rates of pay in Continental United States (CONUS) will not be used for pay setting when transferred to overseas area.
