(AFG-Kabul) End-Use Monitoring and Accountability Data Management Support Specialist

US Citizenship and the ability to maintain a DoD security clearance required.




  • Provide support to the Security Assistance Office-Afghanistan (SAO-A) in its mission to conduct End-Use Monitoring (EUM) and track the origin, shipping, receipt, and distribution of defense articles procured by the US for the Afghan ANDSF by managing input in associated databases, technical resources, and interfaces.




  • Have working knowledge of legislation, DoD instructions and regulations, and published procedures governing the procurement, registration, transfer, and EUM of defense articles, including:




  • Public Law 110-181 – FY2010 NDAA Section 1225.




  • DSCA 5105.38-M Security Assistance Management Manual.




  • DoDI 4140.66 – Registration and Monitoring of Defense Articles




  • Have working knowledge of logistics and accountability policies, procedures, and systems used by the US and the Afghan Ministry of Defense (MoD) and the Ministry of the Interior (MoI).




  • Manage and analyze the Security Cooperation Information Portal (SCIP) as well as program/provide interfaces with other databases.




  • Oversee database structure and monitor integrity of data structures, pointers and records.




  • Establish and implement database records retention policies.




  • Responsible for the security of operational files.




  • Create and maintain technical and user-level documentation for baseline database.




  • Create and maintain technical and user-level documentation for all database changes.




  • Train military and Contractor personnel on SCIP database usage.




  • Develop and execute custom database queries and reports as needed to support mission requirements.




  • Provide periodic reports as needed, including quarterly lethal articles report, which consists of a report of lethal articles transferred to ANDSF and weekly statistics of database content, inputs, and corrections.




  • Support provided will be done utilizing software and systems that are in place at the Government. This support will include reporting, input and use of Microsoft (MS) Access, MS Structured Query Language (SQL) Server, Visual Basic for Applications (VBA), and ANSI SQL Front End/Back End database applications and Microsoft Office products.




  • Perform support services in the areas of foreign military sales, transportation, supply, logistics, accountability, and disposal.




  • Provide knowledge of logistics and accountability policies, procedures, and systems used by the US and the Afghan MoD and MoI.




  • Support includes supporting proficiency in SCIP as well as other MS Access or Core-IMSEE database as needed.




  • Receive, prepare, and upload equipment origin and shipping information from life cycle management commands.




  • Receive, prepare, and upload equipment receipt and distribution information from US or Afghan depot personnel.




  • Receive, prepare, and upload equipment location, accountability, or disposition information using EUM reports, maintenance records, logistics statistics, or other information sources.




  • Report potential equipment losses or end-use violations identified through analysis of results.




  • Support provided will utilize Microsoft Office products in the conduct of inputting data into applications, developing spreadsheets on a daily basis.




  • Convert paper or digital copies of accountability records into database entries.




  • Operate as commodity managers as determined by the requiring activity.




  • Travel as required to assist inventory, inspection, and other mission-related EUM functions.




  • Active US Secret security clearance.
