(AFG) Contingency Communications Radio (CCR) Field Service Rep OCONUS

The Contingency Communications Radio (CCR) Field Service Representative (FSR) Radio – OCONUS position is a Subject Matter Expert (SME) that coordinates all aspects of the Contingency Communications Radio Program and provides expert guidance on communication issues. The CCR FSR provides direct support to the U.S. Department of State (DoS) Contingency Communications Radio Program and multiple U.S. Missions abroad to include contingency operations and high threat posts. During overseas deployments, the CCR FSR may be required to rotate between theaters and to multiple locations within each theater.

Job Duties & Responsibilities:

• Performs the full range of standard work for the professional field. Identifies and resolves complex technical problems and applies advance problem-solving skills.

• Coordinates CCR Program efforts with DoS bureaus, offices and diplomatic operations; the Department of Defense; private contractors; and other agencies and organizations.

• The CCR FSR is required to be the Subject Matter Expert on networking and other communications equipment providers (i.e. Harris, Exelis, Kenwood) equipment and will provide O&M support.

• The CCR FSR will be required to be proficient in communications surveys, new installations and preventative maintenance for vehicle and fixed site systems, COMSEC management, frequency management, training, and depot level repair for radios.

• Provide operations and maintenance support to multiple tactical and land mobile radio systems including but not limited to the PRC-152, PRC-152A, PRC-117F, PRC-117G, DTCS-RO, XG-100M, XG-100P, XTS-5000, APX-3000, TK-5210/5310, TK-5710/5810, PYQ-10, KIK-30, KIK-20, and the KIK-13.

• Develops and conducts training for U.S. Government personnel and private contractors regarding the proper use, care, maintenance and preventative maintenance of assigned systems.

Drafts and/or reviews technical statements of work (SOW) and proposals for installation, repair and maintenance of communication equipment. Provides quality assurance oversight of such work.

• Completes complex material specification, schematic preparation and follow-up to ensure proper and effective implementation.

• Performs complex design, development, testing and modifications of solutions and provides explanations and clarifies information to enable proper interpretation and evaluation of complex specifications, performance characteristics or other technical data.

• Communicates complex technical and commercial issues, and completes recommendations for new designs, processes, or design changes to meet requirements.

• Provides a weekly activity report that includes, but is not limited to CCR FSR activities such as internal and external coordination; status of program designs; research activity on regulations and policies; status of drafts and reviews on technical SOWs and proposals; quality assurance findings and recommendations; development and conduct of training; and installation, de-installation, technical inspections, checkouts, fault diagnosis; maintenance, repairs; and parts consumption and requirements.

Qualifications :

• BS/BA in a related discipline or advanced degree, where required, or equivalent combination of education and experience; OR an Associate’s degree or technical certificate in electrical engineering or a related field and three years experience as described above.

• Minimum of five years technical and related experience in the field of coordination and technical support for modern communication systems.

• A minimum of two years hands-on work experience with PRC-117F/G and PRC-152/A.

• Experience with COMSEC policies and procedures.

• Experience with Microsoft Windows operating systems, Microsoft Office, SharePoint, etc., and the ability to learn and use other software applications.

• Prior experience providing training (Training Specialist/Instructor) is also a plus.

• Must possess knowledge of radio frequency (RF) theory and principle, and the effects of systems operating in a high electromagnetic environment.

• The position requires excellent technical knowledge of RF Communications (VHF/UHF/SATCOM/Radio) along with COMSEC policies and procedures.

• Must be able to specify RF communication equipment compatible with CREW systems.

Physical Demands:

Stand, walk and sit; use hands and/or fingers; operate office equipment; reach; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. Must lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships,possibility of living in field conditions associated with this position.

Certifications : communication equipment and COMSEC a plus.

Clearance :

• Obtain/Maintain SECRET Level Required

• U.S. Citizen.

Medical Clearance:

• Must obtain a DoS Class 1 medical clearance prior to deployment to high threat or contingency posts.

Work Location:

• May be required to spend several months in the Washington D.C. metro area for training and support duties prior to departure to assigned overseas work location.

• Serve in positions worldwide, which may include domestic assignments.

• Overseas locations may be located in high-risk environments

Travel :

• Overseas travel will be required up to 90% of the calendar year in high-threat areas, in multiple locations (not one specific area). Domestic travel may be required for training and program coordination.

Location:

• CONUS based employees will work in greater Washington D.C. area.

• May be required to travel outside in the Washington D.C. metro area for training and program initiatives.

• Must be willing to provide limited TDY to worldwide initiatives.

• Overseas locations may be located in high-risk environments to be disclosed upon interview

Work Environment :

• Full-time, up to 72-hour week usually under hazardous conditions when deployed in a theater of operations. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 – Danger Pay Allowance, and Chapter 350 – Hardship Pay, are eligible to receive danger and hardship pay up to the prevailing percentages over basic compensation.

Living Environment: Lodging, meals, medical and basic life support services will be provided while assigned to a high threat or contingency operations post.
