(AFG) Administration and Operations Specialist
Job Description: Oversees and coordinates the training and operation aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Assesses project issues and develops resolutions to meet productivity, quality and client satisfaction goals and objectives. Develop mechanisms for monitoring project progress and problem solving Required Hours: Work may include nights, holidays, and weekends on short notice. Standard hours are determined by the contract and could range from 50 – 72 hours weekly while at an OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. Responsibilities: ·Ensure all elements of program coordination and management elements are met, including but not limited to: ·Complete administrative tasks as well as any other responsibilities tasked by the Program Manager ·Continual improvement process as it relates to daily tasks ·Assist in the development of personnel policies and personnel accountability. ·Assist the PM in creating, maintaining and delivering to the TOR and COR all required reports; providing a monthly performance review and training reports; coordinating transportation of trainers in and around Kabul and Afghanistan; coordinating with team leaders for reporting and direction purposes ·Become familiar with and fully comprehend processes as it relates to Raytheon Global Export Management Systems, expense reports, and navigation of the Raytheon web portal to assist others ·Manage/support and provide oversight of the movement of personnel and equipment throughout the area of operation via air and grounds assets within Afghanistan as well as battlefield tracking ·Manage/support employees arriving/departing country via military (MILAIR) or commercial aircraft ·Maintain constant threat situational awareness through the review of classified and unclassified reports. ·Manage the processing of visas and work permits required to ensure the program is in compliance with the Bilateral Security Agreement (BSA) and Status of Forces Agreement (SOFA) ·Process and provide guidance for the issuance of Resolute Support (RS) badges for new employees ·Manage the Interpreter and Driver hiring process at several locations ·Based on circumstances that are unique to the duty location, will be responsible for making on the scene decisions as to how to plan, execute and solve issues independently ·Report to the Program Manager and may interface with TOR, CSTC-A, NSOCC-A, ANASOC-SOAG and SOJTF-A in Afghanistan, and participate in meetings and conferences as directed by the Operations Manager. Required Qualifications : -Must have at least four years of related experience with a premium placed on interfacing and coordinating with multi-function/multi-disciplined staff · -Curriculum development experience, specifically in continual improvement efforts to determine the efficacy of unit training programs and organizational training principles and practices. ·Knowledge/Experience with Personnel Accountability, Logistics, Maintenance, and Transportation operations/training. ·Strong Project Management Ability and Skills ·Exceptional MS Office, Share-point and Personal Computer (PC) skills ·Must instill confidence through a professional presence using excellent communication and interpersonal and Organizational Skills ·Prior military experience. ·Detailed oriented with administrative, customer service, clerical procedural requirement skills, training and facilitator, technical writing, and operations specialist to achieve company’s goal and mission. ·Proficient in effective written, oral, and documentation communication skills. Vast appreciation and understanding of cultural diversities. Able to work side by side with co-workers as a cohesive element. Adapt with building working relationships with various people of different origins. ·Must have the ability to make sound judgment and organization to develop, establish, update, and maintain office procedures, office records, and ensure company effectiveness, efficiency and adherence to all guidance and policies. Knowledgeable of Army/Joint support operations procedures, doctrine and practices. ·Must be a team player and possess a high level of adaptability and flexibility gained through working in arduous and mission critical conditions. ·Must be able to obtain and maintain a U.S. SECRET Security Clearance prior to start Physical Requirements/Working Environment: ·Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain. ·Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas. ·Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. ·Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. ·Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day. ·Must be able to routinely climb / descend stairs. ·Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders. ·Must be able to read and interpret newspaper and typewritten print. ·Must be able to communicate by voice and detect sound by ear. ·Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions. ·Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment. ·The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region. Desired Qualifications: ·Prior Military, E7 or above with at least 10 years of management experience. ·Recent (within 7 years) experience in Afghanistan or Iraq in an operational or training capacity. ·A thorough understanding of US and coalition military organizations, roles and missions. ·Experience with SharePoint Data Management systems. ·Incorporation of Lessons Learned and TTP’s. ·Prefer previous experience training and advising foreign military soldiers ·Active US Secret Clearance Required Education: Bachelor’s degree & four (4) years of related experience, OR two (2) years related experience with Master’s degree.
