PAE and the Corrections System Support Program funded by Department of State/INL seek a Monitoring and Evaluation Advisor whose primary goals and objectives is to provide the below:

Duties and Responsibilities:


  • Design and implement a Performance Management Plan in concert with INL/AP that includes milestones, objectives, goals, and indicators; the plan should provide a mechanism to assess the Corrections System Support Program’s (CSSP) impact on the Afghan correctional system

  • Conduct periodic training in performance measurement procedures for project staff, stakeholders, and/or partners.


  • Compile and analyze relevant data to demonstrate project progress for contractual reports, including quarterly and annual reports and/or presentations.

    The ideal candidate must meet the following qualifications:




  • Must have five (5) years of specialized experience developing and implementing monitoring and evaluation systems in a development context; such experience should include developing Performance Management Plans, collecting data, selecting indicators, and working with donor-funded organizations



  • Minimum of 10 years total experience in development

  • Bachelor’s degree required; Master’s degree preferred

  • Candidates with background in corrections, rule of law, or law enforcement highly preferred

  • Exceptional written and verbal communication skills

  • Must have the ability to understand and formulate statements of work, develop policies and procedures

  • Prior work in Afghanistan or internationally preferred

  • Ability to obtain a Moderate Risk Public Trust (MRPT) a must

  • Ability to be medically cleared to work on contract a must
