Project Summary: **


In November 2015 MSI was awarded a three-year contract to conduct third party monitoring (TPM) of Afghanistan Reconstruction Trust Fund (ARTF) projects across Afghanistan for the World Bank. The ARTF was established in 2002 in cooperation between the World Bank, the Government of Afghanistan (GoA) and donors and was designed as a mechanism for providing coordinated funding for reconstruction activities. World Bank implementation support has been supplemented since 2011 by a third party monitoring (TPM) program.


The ARTF TPM program was put in place to meet a number of objectives:


  1. Given an increasingly challenging security environment, the program provides critical data from the field as input to the World Bank’s implementation support and GoA line ministries’ own monitoring systems. The program provides data on nationwide project sites, including asset verification and quality assurance, where World Bank staff are not always able to systematically visit the sites of geographically widely disbursed projects.

  2. A TPM program provides additional evidence that programs are being implemented correctly, provides assurance to donors, focusing on infrastructure quality assurance and social and environmental safeguards, gender issues and select financial/fiduciary aspects.

  3. The Supervisor Agent (SA) provides GoA line ministries with project monitoring and data collection support and shows how such practices could improve GoA project performance and results. This also helps strengthen GoA line ministries’ own monitoring programs. The SA reports directly to the World Bank, but also works closely with GoA line ministries responsible for project implementation at local and central levels. The exact work of the SA depends on the specific ministry, its needs, systems and monitoring capacity.

Position Description:


In a recent meeting with the World Bank, they requested MSI include additional graphics, including tables and charts, in the ARTF monitoring program monthly, quarterly and annual reports in order to enhance the visual presentation of the collected data. In order to meet the World Bank’s request a current Afghan student or recent graduate is required for layout, formatting, and graphic design of MSI ARTF Monitoring Program reports, including but not limited to the following:


  • Site Visit reports

  • Monthly Project Summary reports

  • Monthly Executive Summary reports

  • Quarterly reports

  • Annual reports

  • Ad hoc reports

The primary responsibilities of this position include:


  • Layout, format and graphics for MSI deliverables to the World Bank. Specific tasks include:
    • Writing narratives and captions of photos;

    • Designing report graphics and cover sheets;

    • Editing report text.


  • Collect and document human interest stories related to the ARTF Monitoring Program.

  • Assist the development of quarterly analytical reports. Specific tasks include:
    • Collecting and tabulating data from GoA ministries and other relevant sources;

    • Translating analytical results into informative graphics.


  • Other related tasks assigned by MSI senior management.

The primary qualifications for this position include:


  • Current student or recent graduate from an accredited Afghan higher education institution.

  • Fluent in Dari, Pashto and English with demonstrable English writing skills.

  • Demonstrable computer operating skills and experience using MS Office applications.

Duty Station: The incumbent will be stationed at the MSI office in Kabul.
