Job Summary
The Fixed Wing (FW), Loadmaster (LM), Standardization Instructor (SI) serves as the commanders/managers representative in interpreting and implementing the Aircrew Training Program (ATP).
Principal Accountabilities
- Ensure all Non-Rated Crew Members (NRCM) are fully integrated into the ATP, trains and evaluates NRCMs in their designated aircraft, ensures compliance with all standardization directives, Aircrew Training Manuals, and ATP requirements.
- Train, evaluate, and document the performance of NRCMs, and develop individual flight training plans in support of the organizations mission and ATP.
- Serve as a member of the organization Standardization Committee, and provide guidance to all NRCMs as well as recommendations for improvement and modification to the existing ATP to ensure compliance with current and future mission requirements.
- Perform duties as an Aircraft Flight Engineer as well as an Airframe and Power-plant Mechanic (A&P;).
- Participate as a non-rated crew member on approved missions flown in support of the U.S. DoS, Bureau for International Narcotics and Law Enforcement, Affairs Office of Aviation (INL/A).
- Assist the unit Standardization Pilot (SP) with the supervision and maintenance of the standardization program.
- Provide oversight of aircrew training records for nonrated crewmembers.
- Perform work in complex conditions under time and/or mission constraints to include all weather, day and night operations.
- Participate in mission preparation and recovery operations.
- Oversee preflight, thru flight, and post-flight inspections and scheduled or unscheduled maintenance.
- Provide technical guidance and assistance to flight crews regarding observed discrepancies, experienced in-flight characteristics and system malfunctions.
- Perform or assist in aircrew debriefing.
- Participate in Maintenance Test Flights as a crew member or Technical Observer (TO), as required.
- Participate in operational flights as a crewmember, Load Master.
- Instruct and assess newly-assigned Flight Engineers.
- Perform flight and ground evaluations.
- Comply with safety, fire, security, environmental, and housekeeping regulations.
- Understand maintenance data forms and historical records and ensure that they are accurate, up to date, and complete.
- Ensure the cargo compartment is properly configured for each mission, and that cargo is properly restrained.
- Supervise and participate in loading/unloading operations, to include preparation of weight and balance forms.
- Train other Load Masters/mechanic personnel as needed to include special task certifications and completion of job task qualification training pertinent to the job assignment.
- Perform aircraft and ground servicing, inspection, maintenance and training duties including fueling operations, aircraft configuration changes as assigned and required.
- Supervise passengers, and ensure accuracy of manifest.
- Report to the pilot, any malfunction in the cargo compartment (load/unload) and suggest corrective actions.
- Perform emergency procedure actions as required by applicable directives and/or the pilot.
- Manage individual personnel development within section.
- Perform aircraft maintenance as required.
- Perform other qualified duties as assigned.
Knowledge & Skills
- Understand and be able to employ role reversal in evaluation techniques.
- Possess a thorough understanding of MOI/FOI as it relates to flight training.
- Ability to read, comprehend, and interpret technical documents, including manuals, and technical data and schematics.
- Able to demonstrate and maintain proficiency in understanding aircraft systems, components, and operating limitations as well as understanding and complying with regulations and policies and aircraft operations and repair manuals.
- Thorough knowledge of FAA, DoS INL/A, and DynCorp International policy and regulations pertinent to the operational requirement.
- Thorough knowledge of hand tools, hardware and equipment used in the maintenance of aircraft.
- Possess a thorough knowledge of maintenance procedures for fixed wing multiengine turboprop aircraft and be familiar with FAA, the Original Equipment Manufacturer, and technical manuals governing aircraft maintenance procedures.
- Knowledge of the Army Maintenance Management System (TAMMS) is preferred.
- Thorough knowledge of the proper utilization of aviation tools and special tools, hardware and equipment used in the maintenance of large fixed wing aircraft.
- FAA Class III Medical Certificate required
Experience & Education
- Five (5) or more years experience as load master and mechanic on fixed wing multiengine turboprop.
- Previous experience as a full-time as a crewmember and A&P; mechanic within the past twelve (12) months preferred.
- A&P; License and five (5) or more years of flight line, overhaul & inspection experience is required.
- Three (3) or more years experience as a Loadmaster Flight Instructor (FI) and/or Standardization Instructor (SI) managing an Aircrew Training Program (ATP).
- Recent crewmember experience as a Load Master or Flight Engineer on cargo aircraft.
- Previous experience with U.S. Army, Air Force, or Marine Corps aircrew training procedures preferred.
- High School Diploma or equivalent is required.
Physical Requirements/Working Environment
- Must possess and maintain a current FAA Class III medical certificate
- Must be able to walk and stand on level and/or inclined surfaces for up to twelve (12) hours per day and sit for up to eight (8) hours per day.
- Must be able to perform non-rated crewmember duties during mission operations
- Must be able to distinguish color and judge three-dimensional depth.
- Must be able to routinely climb/descend stairs.
- Must be able to read and interpret newspaper and typewritten print.
- Must be able to crouch, crawl, routinely grasp or handle objects, use finger dexterity, bend elbows/knees and reach above/below shoulders.
- Must be able to see aircraft in flight, read dials/gauges, identify small objects and hand tools.
- Must be physically capable of climbing vertical ladders or built-in aircraft steps to heights of 10-12 feet.
- May be required to lift up to 50 pounds to a height of four (4) feet and be required to lift up to 20 pounds to a height of seven (7) feet.
- Must be able to see imperfections, micrometer readings and other small scales.
- May be exposed to certain obstructions on the surface as well as ladders, stairs, etc.
- May be exposed to rapid or extreme temperature changes.
- May be exposed to chemical mist, gas, vapors, ultra-violet and infrared radiation.
- Be able to travel to and between remote location(s) in austere or inhospitable high stress environments may be required.
- May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
- May be exposed to extreme noise from turbine and jet engine aircraft.
- May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.
Travel
- Frequent travel to and between Domestic and International locations is required
