WORK CONTEXT
Cesvi has been active in Afghanistan since 2002, implementing community development, rural reconstruction, skills building and health programs.
Cesvi works in cooperation with the local communities to improve their livelihood, with particular focus on the most vulnerable groups, such as returnees, IDPs, landless labourers and female-headed households. Since 2008 our interventions are focused on Herat Province, with the financial support of the Italian Cooperation, and in close collaboration with local and national Authorities. The two main sectors are income generating activities and support to the DRR sector.
Cesvi is implementing a project financed by Italian Ministry of Foreign Affairs, in collaboration with Department of Education and University of Herat, with the relevant public authorities. In support of the challenge of the Afghan government to ensure a fair and non-discriminatory education, the project focuses on improving services school-community with the goal of increasing access to education in rural areas, particularly girls who can not attend schools outside of their villages. The project will provide rehabilitation of schools building and infrastructures, in-depth courses on children’s rights and the right to education for boys and girls, aimed at school directors, officers DoE, and teachers.
JOB DESCRIPTION
The collaboration will start in August 2015. It will last 2 months, the incumbent will based mainly in Herat Province.
Main tasks are:
- Supervise rehabilitation works of the schools, implemented by contractors and/or direct implementation (works in 20 schools, for a total of 156 classrooms);
- Manage quality and quantity control;
- Supervision of junior engineers and technical assistants;
- Advise on repair priorities and management alternatives for logistics support infrastructure;
- Advise on contracting and/or construction arrangements;
- Follow up payments, track budget and report on progress;
- Liaise with other agencies/government bodies/donors to ensure coordination and works suitability.
- He/She will collaborate, within the established deadlines, to the draft of the related project reports (activities planning, work progress and final reports) as requested by the donor and the Headquarters.
- He/She will recognize and report any necessary variation, extension or revision of the original project.
- He/She for all his/her tasks reports directly to the PM.
REQUIRED COMPETENCIES
University Degree in Civil Engineering and at least 5 years of practical, hands-on construction supervision experience;
Minimum of 1 year experience in emergency response or humanitarian relief context (though experience in a development context is also highly regarded);
Fluency in written and spoken English and Italian;
Able to work in harsh, unstable and difficult conditions, independently and in a team;
Strong cross-cultural communication and resilience skills are very important;
Strong computer skills including Microsoft Word, Excel, Outlook;
Experience supervising and mentoring other staff.
