Afghanistan: International Procurement Advisor
Afghanistan Agricultural Inputs Project (AAIP)
Ministry of Agriculture Irrigation and Livestock (MAIL)
Under the guidance and direct supervision of Project Director, perform the following:
Following sound procurement procedures for AAIP – in accordance with regulations of GIRoA and the World Bank.
Assist and provide guidance for transparent procurement evaluation procedures for AAIP.
Assist and provide guidance for timely presentation of procurement records for GIRoA, IDA, ARTF and further relevant stakeholders.
Assist and provide guidance for updating the approved Procurement Plan and World Banks’ NOL and further relevant approvals.
Assist and provide guidance for procurement as per procurement schedule in the Grant Agreement.
Ensuring that training in procurement procedures is conducted for counterpart personnel involved with AAIP operations to continue independent procurement work after exit of Procurement Advisor.
Assist and provide guidance for the procurements of Goods, Works and Non-consulting services and assure that they are conducted in accordance with the World Bank procurement guidelines of January 2011 as revised and the selection of consultants is carried up in accordance with the IDA guidelines of January 2011.
Ensuring that the concerns of the World Bank mentioned in Aide Memoires are implemented.
Assist and provide guidance for Up-dating the AAIP Procurement Manual as and when required.
Participate in the In the Overall bidding Processes, Documents Preparation, Evaluation and the Award of the Contract in accordance with regulations of GIRoA and the World Bank.
Any other procurement related advisory tasks assigned by the Project Director.
