We are looking for: A HEAD OF DEPARTMENT ASSESSMENT, MONITORING AND EVALUATION


Country:Afghanistan based in Kabul


Length of contract: 6 months starting ASAP


The position:The Head of Department AM&E contribute to increase the programs’ impact through the implementation of an efficient monitoring and evaluation system. More specifically, he’s responsible for:


Develop an Assessment, Monitoring and Evaluation(M&E) system for the mission


  • developing consistent guidelines, methodologies and questionnaires for the evaluation of the programs by the M&E teams included the advocacy dimension

  • Develop with the support of technical HoD a quick assessment team

  • supporting Program Managers in implementing methodologies and questionnaires for the regular and continuous follow-up of the program activities and capitalization including donors’ guidelines in the M&E system

Coordinate the implementation of AM&E activities


  • supervising the surveys and assessments

  • analysing the results of AM&E activities and making relevant recommendations for the programs and the advocacy activities

  • monitoring the implementation of recommendations

  • making the Heads of Department and their teams aware of what is at stake and know M&E procedures

Contribute to ACF expertise on AM&E


  • recording methodologies experience and lessons learned and transmit to HQ

  • participating to working groups at national level to exchange good practice on M&E systems

Manage the AM&E team


  • the day-to-day management of his/her team (guidance, follow-up, motivation…)

  • evaluating the performance and developing the skills of his/her team members

The applicant:


MA in Humanitarian Program Coordination, International Development, International Relations or equivalent desirable. At least 4 years in humanitarian sector. Strong experience in a managerial role. Previous experience in M&E department will be an asset. Strong communication skills, leadership, team player and diplomatic. Capacity to work in complicated security environment. English, fluent.


Status:


Gross monthly salary ranging from €1805 to €2305 depending on relevant experience


Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance


25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year


Pre departure training, at the HQ in Paris (1 to 2 weeks)
