Afghanistan: Filming key MIAD GDA project activities in Badakhshan, Afghanistan


Objective of Assignment:


The objective of the MIAD GDA Promotional Film (“the film”) is to convey to the donor,


USAID-Afghanistan, the significance and impact of the MIAD GDA grant, particularly in the


context of rural and remote Badakhshan province. Simply, the film’s goal is to enable people who


have never been to Badakhshan, or who do not know about MIAD GDA, to digest information


quickly and be able to tell the project’s story to others.


  1. Purpose of the job:

AKF requires the services of a videographer or production company to film its key MIAD


elements. To illustrate the complexity and integrative nature of the MIAD approach, the film will


focus on one district, Ishkashim, and demonstrate how a family or village is benefitting from


different project interventions. It will focus on two or three stories that demonstrate how people


are benefitting from MIAD GDA activities. Personal impact stories will be showcased through


interviews of beneficiaries and key stakeholders. These stories will also reflect and communicate

Badakhshan’s geography and associated hardships (e.g. eHealth beneficiary would have had to walk XX number of hours to get to a major hospital had it not been for telediagnosis).


The videographer will be responsible for:


I. Overseeing the creative and technical aspects of the film, including the pre-production and production (shoot). Post-production editing will be handled by AKF.


II. Conducting research and investigating facts and figures for the film, with facilitation from AKF.


III. Working with AKF to finalize the script prior to shooting.


IV. Producing and managing the work plan efficiently.


VII. Following the time line submitted to AKF prior to implementation.


VIII. Ensuring that the project meets all deadlines.


IX. Delivering final film footage


Under this assignment, the selected videographer will need to demonstrate:


• Population (size and density)


• % rural population


• Number and types of ethnicities


• Means of livelihood


• Poverty rate


• Mortality and morbidity rates


• Types of diseases prevalent (specific to region or mountain communities)


• Education level and literacy rates


• Access issues – both natural and manmade


Required Competencies:


• Professionalism: Theoretical and professional background in audio-visual arts, filmmaking, script-writing, film production. Ability to plan, produce and direct films. Demonstrates up to date knowledge of new technologies and trends in filmmaking and production. Commitment to ensuring the equal participation of women and men in all aspects of the production.


• Planning and organizing: Ability to plan and develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts to priorities as required; allocates appropriate time to complete the work.


• Technology awareness: Technical training in Film/Video production is highly desirable. Fully proficient in Film/Video and computer skills and use of relevant software’s and other applications, eg. Word processing, Final Cut Pro video editing.


• Creativity: Actively seeks to improve programs and persuades others to consider new ideas.


• Communication: Strong communication (spoken and written) skills and ability to articulate ideas in a concise style, as well as to maintain effective business connections.


• Teamwork: Work collaboratively with colleagues to achieve organizational goals. Good interpersonal skills and ability to maintain effective working relations in a multicultural, multiethnic, environment with sensitivity and respect for diversity.


The Aga Khan Foundation invites eligible institutions/individuals to indicate their interest in providing the above services. Anyone expressing interest will need to demonstrate significant experience in managing similar assignments in similar environments, preferably including work in Afghanistan. In submitting their expression of interest, interested organizations/consultants must provide the following information and demonstrate that they have the required qualification and relevant experience to perform the services under this assignment:


  1. Official resume

  2. 1 example of a past film project (web-based submissions preferred via Dropbox, YouTube, or other web-based platforms)

  3. At least 5 years of experience in conducting similar and/or closely related work including the size of the operations (please provide information on completed projects with brief information on contract value, date completed, duration of contract, location, and financing entity of the assignment);

  4. Availability to carry out the assignment in September/October 2015.

A videographer will be selected with respect to cost and presented quality of work in accordance with Aga Khan Foundation procedures.
