Afghanistan: International Consultant
Background:
DAARTT (Danish Assistance to Afghan Rehabilitation and Technical Training) is an NGO established in Afghanistan by the Danish People’s Aid (DPA) in 2003. DAARTT is specialized in construction and in building capacity in all aspects of construction. DAARTT core staff consists of experienced Afghan engineers and architects. DAARTT has constructed more than 100 schools, clinics and other buildings in Afghanistan and built capacity of the Afghan people and government entities.
The DAARTT monitoring project is designed to help the Ministry of Education’s Infrastructure Services Department (ISD) ensure the quality and timeliness of DANIDA funded school construction projects as well as assess and, as necessary and feasible, improve the quality of completed schools. Quality and timeliness will be assured through monitoring visits to construction sites and evaluation (final inspection) of completed school projects. Monitoring engineers working in teams will cover school projects in various provinces of Afghanistan through site visits. They will be supervised and supported from DAARTT’s Main Office in Kabul.
To enhance the capacity of ISD to ensure quality and timeliness of school construction projects, there is a need to draw lessons learned from the project in respect of ISD capacity for planning and design, contract management and quality assurance, and present these in reports and at workshops with ISD staff aimed at improving ISD ability to ensure timeliness and quality of construction projects.
Responsibilities:
The International Consultant (IC) will support the identification of lessons learned for the reports in particular in respect of contract management and quality assurance.
Tasks
The IC will:
- Lead or participate in workshops with DAARTT and ISD staff for the purpose of identifying lessons learned in respect of contract management and quality assurance
- Draft sections of reports containing these elements and identify recommendations for improvement in MOE/ISD, including needs for capacity development.
Deliverables
Facilitation of workshops in respect of contract management and quality assurance
Sections of workshop and final reports on contract management and quality assurance.
Reporting
The IC will report to the Director.

Qualifications
The consultant should have technical expertise in construction of buildings and extensive experience with monitoring of construction projects and technical cooperation in construction. Familiarity with monitoring of school construction in Afghanistan would be a distinct advantage.
