JOB CONTEXT:
Handicap International has been present in Afghanistan since the 1980’s, initially in the refugee camps in Pakistan and later in 1996 through the establishment of a national program in Afghanistan. Its work was initially centered on anti-mine actions, particularly in the South and West regions, and physical rehabilitation via an orthopedic-fitting and rehabilitation center in Kandahar. It has since expanded the scope of its work to include support to disabled people’s organizations and the economic and social inclusion of people with disabilities, including landmines and explosive remnants of war’s survivors. Today, Handicap International Afghanistan works in the Southern (Kandahar and Helmand), Western (Herat) and Central (Kabul) regions of Afghanistan, thus covering more than half of the people with disabilities in the country. Handicap International in Afghanistan currently operates projects both through local partners and directly, these are managed by about 200 national staff in three locations, two bases (Kandahar and Herat) and Kabul main office.
HI works in the following sectors:

o Capacity Building of Disabled People and Survivors Organisations
o Physical rehabilitation and education of Physiotherapists and P&O
o Socio-economic inclusion

JOB DESCRIPTION:
As a Support Service Coordinator, you will be under the responsibility of the Field Programme Director who is working with the Technical Coordinator, the Emergency project Coordinator and the Operations Coordinator.
You will directly manage a tightly unit and dynamic team of 3 people: the Finance Coordinator, the HR/Admin Coordinator and the Logistic Coordinator.
You will be part of the Senior Management Team and will vouch for the coordination of the HR, Finance and Logistic departments for optimum efficiency and transparency.
You will manage a growing budget, estimated at three millions euros for 2016, and contribute to a team of more than 120 members dispatched on three bases (Kabul, Herat, Kandahar).
In the framework of your position you will be responsible to:
• Supervise and manage the support services (Finance, HR and Administration and Logistics) team and operations in terms of procedures development and improvement.
• Coordinate among the 3 main domains within the entire programme to ensure uniform understanding and implementation of procedures and policies.
• Participate on the establishment of the strategic orientations of the programme, and lead the drafting of the funding, HR, Administrative and logistics strategies.
• Ensure that HI Afghanistan management process and regulation relating to administrative, finance, HR and logistic issues are well written, up dated and strictly followed and respected.
• Ensure that regulations and policies are understood and organize training according to the needs.
• Ensure a capacity building process is developed for the entire programme (policy and tools).
• Ensure Finance, HR and logistics cycles in terms of planning, implementation and reporting are delivered accurately and timely
• Support the Programme Director in drafting and implementation of appropriate coordination mechanisms among the various cells of the programme (support services – Technical cell, project).
• Be a pro-active member of the senior management team of the entire programme.
• Work in direct and close collaboration with the Programme Director.
• Replace the Finance, HR/Admin and Logistic coordinators during their absence.
CANDIDATE PROFILE:
You have:
• Advanced degree in Business administration, Economic, Finance, Human Resource Management or Logistics
• Minimum 2 years of experience overseas in development and post crisis environment, in managerial positions corresponding to the needs of the position
• Strategic managerial skills and strong analytical skills
• Strong team management capacities
• Strong financial and logistics management skills
• Advance Human Resource skills
• Demonstrated appropriate diplomacy skills
• Advance skills in writing regulations and procedures
• Strong knowledge in audits and taxation system

REQUIRED LANGUAGE SKILLS:

Knowledge of French, Pashtu or Dari would be a plus.
JOB ENVIRONMENT:
The position is based in Kabul.The climate in Kabul is continental with hot and dry summers, and cold winters with a high altitude of 1,800 meters. Security is a major concern in Afghanistan with regular terrorist attacks in the cities.
Thus, extremely limited recreational and leisure activities are available. Freedom of movement is limited to Kabul and Herat and expatriates always travel in cars with drivers. At times depending on the security situation, expatriates may be confined to the guesthouse. Accommodation is in a secure guest house, close to the office, with other expatriates. Common accommodation with a partner can be arranged if both work for international organizations with matching security regulations. The guesthouse is spacious with independent rooms; however acceptance of collective life is required. There is a cook (except during the weekends) and other staff who do the laundry and cleaning. Western goods can be found in some supermarkets.
EMPLOYMENT CONDITIONS:
Salary: 2 200- 2 500 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
